DPRK Foreign Ministry Spokesman on Issue of Implementation of October 3 Agreement
Pyongyang, January 4 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK released the following statement Friday as regards the delay in the implementation of the October 3 agreement made at the six-party talks:
It is beyond Dec. 31, 2007, the deadline set in the Oct. 3 agreement.
It is regrettable that points agreed there remain unimplemented except the disablement of the DPRK's nuclear facilities.
The disablement started early in November last year and all the operations were completed within the "technologically possible scope" as of Dec. 31.
At present, the unloading of spent fuel rods scheduled to be completed in about 100 days is underway as the last process.
However, the delivery of heavy fuel oil and energy-related equipment and materials to the DPRK, commitments of other participating nations, has not been done even 50 per cent.
The schedule for the monthly delivery of heavy fuel oil as well as the delivery of energy-related equipment and materials and relevant technical processes are being steadily delayed.
The U.S. has not honored its commitments to cross the DPRK off the list of "sponsors of terrorism" and stop applying the "Trading with the Enemy Act" against it.
Looking back on what has been done, one may say that the DPRK is going ahead of others in fulfilling its commitment.
As far as the nuclear declaration on which wrong opinion is being built up by some quarters is concerned, the DPRK has done what it should do.
The DPRK worked out a report on the nuclear declaration in November last year and notified the U.S. side of its contents.
It had a sufficient consultation with the U.S. side after receiving a request from it to have further discussion on the contents of the report.
When the U.S. side raised "suspicion" about uranium enrichment, the DPRK allowed it to visit some military facilities in which imported aluminum tubes were used as an exception and offered its samples as requested by it, clarifying with sincerity that the controversial aluminum tubes had nothing to do with the uranium enrichment.
As far as the fiction about nuclear cooperation with Syria is concerned, the DPRK stipulated in the October 3 agreement that "it does not transfer nuclear weapons, technology and knowledge". This is our answer to this question.
This was also done in line with the prior discussion with the U.S. side.
All facts go to clearly show what is the reason behind the delayed process of the implementation of the October 3 agreement.
Consistent in all agreements reached at the six-party talks including the September 19 joint statement is the principle of "action for action".
Now that other participating nations delay the fulfillment of their commitments, the DPRK is compelled to adjust the tempo of the disablement of some nuclear facilities on the principle of "action for action."
The DPRK still hopes that the October 3 agreement can be smoothly implemented should all the participating nations make concerted sincere efforts on the principle of simultaneous action.
U.S. Hardliners' Pressure upon DPRK to Dismantle Its Nuclear Weapons First under Fire
Pyongyang, January 4 (KCNA) -- Some hardliners in the U.S. are becoming increasingly vociferous about the need for the U.S. not to move before the DPRK completely dismantles its nuclear weapons and to adjust the tempo of the improvement of the DPRK-U.S. relations depending on the solution to the "abduction issue" raised by Japan. In other words, they are again demanding the DPRK dismantle its nuclear weapons first.
The method of settling the pending issues between the DPRK and the U.S. claimed by the U.S. hardliners may serve the purpose of satisfying their self-respect, but it will result in nothing but completely scuttling the process for the denuclearization on the Korean Peninsula and driving the bilateral relations to the lowest ebb.
Minju Joson Friday warns the U.S. of this in a signed commentary.

The DPRK has honored its commitments under the October 3 agreement as it is evidenced by its embarkation upon the phase of disablement in the wake of freezing of nuclear facilities in Nyongbyon under an agreement reached at the six-party talks. Recently the DPRK was compelled to take a measure to slow down the disablement operation due to the delay made by those countries concerned with the six-party talks in honoring the commitments they are obliged to do on the principle of "action for action" in step with its process of disablement.
All facts go to prove that whether the goal of the denuclearization of the Korean Peninsula is attained or not entirely depends on whether the countries concerned including the U.S. honor their commitments or not.
This notwithstanding, the U.S. hardliners are insisting the DPRK dismantle its nuclear weapons first. This cannot be construed otherwise than a deliberate move to scuttle the process for the denuclearization of the peninsula.
The U.S. hardliners had better behave themselves, bearing deep in mind what a dear price they will have to pay for their thoughtless behavior at this sensitive time.
An opportunity is not always available.
Pyongyang City Mass Rally Held
Pyongyang, January 4 (KCNA) -- A Pyongyang city mass rally was held at Kim Il Sung Square Friday to vow to thoroughly implement the militant tasks set forth in the joint editorial this year.
Kim Yong Il, Choe Thae Bok, Yang Hyong Sop, Kim Jung Rin, leading officials of ministries, national institutions and working people's organizations, officials of party and power organs, economic institutions and working people's organizations in Pyongyang, and labor heroes and labor innovators were among more than 100,000 working people present at the rally.

Pyongyang, January 4 (KCNA) -- Lansana Conte, president of Guinea, sent a floral basket to the DPRK embassy in Conakry on December 31 last year on the occasion of the New Year Juche 97 (2008).

Gifts to Kim Jong Il from Russia
Pyongyang, January 4 (KCNA) -- General Secretary Kim Jong Il received gifts from Sazhi Umalatova, chairwoman of the Party for Peace and Unity of Russia, V.V. Karpov, first secretary of the C.C., Writers' Union of the former Soviet Union, and the Russian State Academic People's Chorus Named after M.E. Pyatnichki on the occasion of the New Year, Juche 97 (2008).
The gifts were handed to the DPRK ambassador to Russia by Sazhi Umalatova, V.V. Karpov and Aleksandra Permyakova, head of the chorus, on Dec. 24 and 25 last year.

1. Kye Sun Hui - Female judoist who bagged the gold in the women's 57 kg category at the 2007 World Judo Championships and won the prize of best player.

U.S. Measure for "Nuclear Reduction" Termed Hypocritical
Pyongyang, January 4 (KCNA) -- The U.S. is now busy publicizing the measure for massive "nuclear weapons reduction" but this is nothing but a trite trick to hoodwink the world public opinion, observes Rodong Sinmun Friday in a signed commentary.

174th Friday Meeting Held in S. Korea
Pyongyang, January 4 (KCNA) -- Civic and public organizations of south Korea including the Solidarity for Implementing the South-North Joint Declaration reportedly held the 174th Friday meeting against the U.S. and war and for the withdrawal of the U.S. troops outside the U.S. embassy in Seoul on December 28 last year.
Speakers at the meeting accused the U.S. forces in south Korea of returning without hesitation their military bases after leaving them so seriously polluted that they can hardly be used any longer.
They referred to the disclosure of the fact that the U.S. forces collected from the south Korean authorities a huge amount of money under the pretext of the "fund for the upkeep of the U.S. forces" but diverted it for the war of aggression overseas.
The fact goes to clearly prove that the U.S. has pressurized the south Korean authorities to increase the "fund for the upkeep of the U.S. forces" in a bid to cover its war spending, they stressed.
They charged that the U.S. is talking about peace on the Korean Peninsula but, in reality, seeking to realize its forces' "strategic flexibility" and permanent presence in south Korea.

Pyongyang, January 4 (KCNA) -- The British Association for the Study of Songun Policy posted on its Internet homepage "Greeting the Spring in a Foreign Land" from Chapter 23 of Vol. 8 (continuing edition) of Part 1. DPRK's Important Days Observed in Different Countries
Pyongyang, January 4 (KCNA) -- Meetings were held in Russia, Belarus and Philippines and film shows in Nepal and Guinea between Dec. 18 and 27 last year on the occasions of the 16th anniversary of Kim Jong Il's assumption of office as supreme commander of the Korean People's Army and the 90th birth anniversary of anti-Japanese war hero Kim Jong Suk.

Igor, chairman of the Saratov Association for the Study of the Juche Idea and the Songun Policy in Russia, referred to the historic significance of Kim Jong Il's assumption of KPA supreme commandership. The homepage in an article titled "90th birth anniversary of Kim Jong Suk, anti-Japanese war hero" recalled that Kim Jong Suk was well-known as an anti-Japanese war hero and an able political activist and devotedly defended President Kim Il Sung politically and ideologically and at the risk of her life when she was young and brought up Kim Jong Il as a distinguished leader who would guide the future of Juche Korea. It stressed that her august name and feats are always shining along with steadily prosperous, socialist Korea.
Demolition of Concrete Wall Urged
Pyongyang, January 4 (KCNA) -- Wahid Al Uksouri, chairman of the Misr Arab Socialist Party of Egypt, released a statement on December 26 last year demanding the demolition of the concrete wall.
The concrete wall built across the Korean Peninsula is a physical wall against the nation and reunification as it was built with the deliberate purpose to throw a hurdle in the way of the improvement of the inter-Korean relations and peace and prosperity, he said, stressing:

2. Cha Kum Chol, quien ocupo el primer lugar en la clasificacion general en la division de 56 kg del Campeonato Mundial de Levantamiento de Pesas de 2007 (M).
3. Kim Song Guk, quien obtuvo el primer lugar en la division de 60 kg del 24o Campeonato Asiatico de Boxeo, y el tercer lugar en la misma categoria del Campeonato Mundial de Boxeo.
4. Hong Su Jong, ganadora de la medalla de plata en el potro femenino del 40o Campeonato Mundial de Gimnasia.

Rodong Sinmun revela falsedad de "reduccion de armas nucleares"
Pyongyang, 4 de enero (ATCC) -- En estos dias, Estados Unidos anuncia mucho la medida de "reduccion de armas nucleares", pero esto no pasa de ser una artimana para enganar la opinion publica del mundo.
Asi senala el diario Rodong Sinmun en un comentario individual del dia 4 y continua:
El portavoz de la Casa Blanca norteamericana, al publicar el plan de disminucion de instalaciones relacionadas con armas nucleares, dijo que el arma nuclear es el medio clave de disuasion de la amenaza existente en escala mundial y que quedara todavia el arma nuclear para la seguridad del pueblo norteamericano.
Es absurdo que las fuerzas belicistas yanquis describen sus complots de modernizacion de armas nucleares como medida para "garantizar la seguridad" de los paises aliados.
Amenazar y chantajear con el garrote nuclear a otros paises y realizar el dominio del mundo es la invariable politica y ambicion de los imperialistas yanquis.
EE.UU. considera el arma nuclear como medio omnipotente y abriga gran esperanza en la utilizacion de este artefacto en la realizacion de su agresiva estrategia asiatica y la mundial. En el nuevo siglo se aferra freneticamente a las maniobras de modernizacion de armas nucleares. Los maniacos de guerra nuclear de EE.UU. pretenden utilizarlas en las guerras como las armas convencionales.
Es invariable la artimana criminal de ellos que acelerando el desarrollo y la produccion de esas armas detras de la cortina de "desarme nuclear" acarrean el peligro de la guerra nuclear al mundo.
Con ninguna sofisteria los maniacos nucleares de EE.UU. pueden ocultar su siniestra naturaleza criminal tendente a ocupar la absoluta supremacia nuclear y a realizar su ambicion de dominio del mundo acarreando desastre nuclear a la humanidad.
