S. Korean Security Authorities' Suppression under Fire
Pyongyang, March 5 (KCNA) -- A spokesman for the North Committee for Implementing June 15 Joint Declaration in a statement on Wednesday denounced the south Korean security authorities for arresting the chairman of the south headquarters of the National Alliance of Youth and Students for the Country's Reunification on the charge of violating the "National Security Law".
The suppression by the south Korean security authorities is a total denial of the June 15 joint declaration and the October 4 declaration and a treacherous and anti-reunification action as it is aimed to weaken and destroy the June 15 All-Korean Committee, a nationwide solidarity organization for reunification, the statement said, and continued:
It is the basic spirit of the above-said declarations that the Koreans should achieve peace and reunification of the country by their concerted efforts on the basis of recognizing and tolerating the ideologies and systems that exist in the north and the south.
The statement urged the south Korean security authorities to immediately set free the unwarrantedly detained pro-reunification and patriotic figures and stop all acts of fostering discord and split between fellow countrymen, away from the old concept on confrontation.
Floral Baskets Laid before Statue of Zhou Enlai
Hamhung, March 5 (KCNA) -- Floral baskets were laid before the statue of Zhou Enlai standing at the Hungnam Fertilizer Complex on Wednesday on the occasion of his 110th birth anniversary.
Present at the floral basket-laying ceremony were Hong Song Nam, chief secretary of the South Hamgyong Provincial Committee of the Workers' Party of Korea, Kim Phung Gi, chairman of the South Hamgyong Provincial People's Committee, and others and staff members of the Chinese embassy in Pyongyang.
Placed before his statue were floral baskets in the joint name of the South Hamgyong Provincial Committee of the WPK and the South Hamgyong Provincial People's Committee and the Hamhung City Committee of the WPK and the Hamhung City People's Committee and a floral basket in the name of the Hungnam Fertilizer Complex.
Also laid there were floral baskets in the name of the Chinese embassy in Pyongyang and in the name of the Chinese residents in South Hamgyong Province.
The participants of the ceremony paid tribute to Zhou Enlai who made a great contribution to the development of the friendly relations between the DPRK and China.
Liu Xiaoming, Chinese ambassador to the DPRK, in his speech at the ceremony, said that Zhou Enlai together with Chairman Mao Zedong and President Kim Il Sung made great contributions to the establishment and strengthening of Sino-DPRK friendly and cooperative relations, adding that the exploits performed by Zhou Enlai would be always be remembered by the peoples of the two countries and be handed down to posterity.
It is the consistent policy of the party and government of China to steadily consolidate and develop the Sino-DPRK friendly and cooperative relations, he said, stressing that the Sino-DPRK friendship would yield richer fruits in the new century.

Anniversary of Birth of Zhou Enlai Observed
Pyongyang, March 5 (KCNA) -- Papers today carry a signed article on the occasion of the 110th birth anniversary of Zhou Enlai who was competent politician, strategist and diplomat of China.
Rodong Sinmun says that the Korean people pay high tribute to Zhou Enlai and recollect his brilliant life and feats with deep emotion.
Born in Huaian, Jiangsu Province on Mar. 5, 1898, Zhou Enlai worked hard as vice-chairman of the Central Committee of the Communist Party of China and premier of the State Council till the last period of his life.

Hamhung, March 5 (KCNA) -- A meeting took place today at Hamhung University of Chemical Engineering to introduce German scientific and technological books on the occasion of the anniversary of the establishment of diplomatic relations between the DPRK and Germany.

New Commemorative Stamp Issued
Pyongyang, March 5 (KCNA) -- A kind of individual stamp was brought out in commemoration of the 85th anniversary of the "250-mile Journey for Learning" covered by President Kim Il Sung.
Printed on the upper part of the stamp are the letters "In Commemoration of the 85th Anniversary of 250-mile Journey for Learning" and "Juche 12 (1923)-Juche 97 (2008)".

Monument to Agrarian Reform
Pyongyang, March 5 (KCNA) -- Lots of working people are visiting the monument to agrarian reform erected on the Okdo Co-operative Farm, Ryonggang County, South Phyongan Province on the occasion of the anniversary of the promulgation of the historic Agrarian Reform Law (March 5).
The monument was built by the peasants of Ryonggang County in Juche 35 (1946) with zeal to devote themselves to the building of new Korea to convey long the exploit of President Kim Il Sung who satisfied their long-cherished desire to do farming in their own land to their hearts' content.
The monument, made in the form of tower with squarely trimmed granite, has the letters "Long live General Kim Il Sung!" on the front, "Long live the Korean liberation!" on the right side and "Monument to Agrarian Reform" on the left side.
Carved in relief on the front of the foundation stone are the letters "Peasants of Ryonggang" and on its back the letters "1946" and a plough and others.
President Kim Il Sung visited Okdo-ri on April 28, Juche 36 (1947). After being briefed on the monument, he said that the monument is of great significance as it was erected by peasants in Ryonggang County to commemorate forever the happy day of land reform, it should be managed well by planting flowers and trees around it and the peasants should turn out in the farming work, keeping in mind the day when they became the masters of the land.
The monument glaringly shows that the land reform in Korea was the greatest and most correct.
Socialist Earth Boasting of History of Dramatic Turn
Pyongyang, March 5 (KCNA) -- Today the land of the DPRK is taking on a new look conforming to the requirements of the Songun era.
Standardized fields and waterways of natural flow tell the immortal feats of the peerless great persons in the dramatic turn of the socialist land.
After liberation President Kim Il Sung regarded the solution of the land problem as the most important task in the anti-imperialist, anti-feudal democratic revolution. He laid it down as an important task in democratic reforms and wisely led the struggle for its fulfillment.
He promulgated "Law on Agrarian Reform in North Korea" on March 5, Juche 35 (1946), thus setting up the peasants once maltreated and humiliated as the masters of land.
The agrarian reform was carried out in a matter of 20-odd days after its promulgation. It was an epoch-making event in which the land owned by the landlords who accounted for mere 4 percent of the total farm households was confiscated without compensation and distributed free to the masses of peasants who made up more than 80 percent of the north Korean population.
He also opened a new history of irrigation on this land to satisfy the age-old desire of the peasants, now the master of land, for water.
Under his wise leadership the Phyongnam, Ojidon and other irrigation channels were successfully built to turn the country into "a land of irrigation".
The exploits performed by the President in the turn of the earth of socialism have been carried forward successfully under the leadership of Kim Jong Il.
Regarding land rezoning as a gigantic nature-remaking project and a patriotic cause of eternal value for the prosperity of the country, Kim Jong Il put forth the original idea of land rezoning to glorify the President's feats in the agrarian reform through all ages and ultimately wipe out the remaining feudal features of land and led its realization at the head.
True to his grandiose idea, soldiers and people of the country transformed the farmland in Kangwon Province and then in North Phyongan and South Hwanghae Provinces, Pyongyang city and South Phyongan Province into large standardized fields by giving full play to the revolutionary soldier spirit to unfold a new history of a great transformation of nature.
In February Juche 86 (1997) General Secretary Kim Jong Il spread a blueprint to convert the irrigation system in the western coastal area into a waterway system of natural flow suitable to the features of standardized fields.
According to it, the Kaechon-Thaesong Lake and the Paekma-Cholsan waterways, the largest in scale in the nation's history of irrigation construction, took shape as monumental structures worthy of being a pride in the Songun era.

Provocative War Maneuvers of U.S. and S. Korea Assailed
Pyongyang, March 5 (KCNA) -- The U.S. and the south Korean military started the madcap large-scale joint military exercises, Key Resolve and Foal Eagle, on Sunday, challenging to the unanimous desire and wishes of the Korean nation for peace and reunification.
In this regard Rodong Sinmun Wednesday carries a commentary denouncing the exercises.
Contending that Key Resolve and Foal Eagle, a product of the U.S. imperialists' policy of aggression on the DPRK, are a dangerous test nuclear war aimed at preemptive attack on the DPRK, the commentary says:
The Key Resolve joint military exercises replacing the former RSOI are very provocative as they are designed to ensure the swift deployment of the U.S. reinforcements in the Korean front in "event of contingency" on the Korean Peninsula and perfect the procedure of their joint attack operation with south Korean forces.
It is not a matter for argument that Key Resolve and Foal Eagle are exercises for preemptive nuclear attack on the DPRK.
Touch-and-go situation is prevailing on the Korean Peninsula and the Korean people's cause of independent reunification is facing severe difficulties again due to the reckless military provocation of the U.S. and south Korean bellicose forces.
Dialogue and confrontation, and peace and war can never go together. If the enemies dare to ignite a war without discretion, the DPRK will give decisive punishment to the aggressors with merciless counterattack.
U.S. Hard-line Policy toward DPRK Slammed
Pyongyang, March 5 (KCNA) -- These days the U.S. conservative hardliners are talking nonsense that the points agreed at the six-party talks have not been properly implemented due to the "delaying tactics" of the DPRK and, accordingly, the Bush administration should stick to its hard-line policy toward the DPRK, not appeasing it. They are even blustering that it is seriously "mistaken" if it calculates it can produce a better agreement with the next U.S. administration.
Commenting on this, Rodong Sinmun today terms this a provocative move to scuttle the six-party talks and lay an obstacle in the way of settling the nuclear issue on the Korean Peninsula in a bid to deteriorate the existing hostile relations between the DPRK and the U.S. and bring the situation on the peninsula to an extreme pitch of tension.
The U.S. conservative hardliners are not seeking the negotiated settlement of the nuclear issue on the peninsula but working hard to attain their sinister aim with a strong-arm policy by shifting onto the DPRK all the responsibilities for the delayed implementation of the points agreed at the six-party talks, the commentary says, and goes on:
They are blustering that the new U.S. regime would never pardon the DPRK while talking nonsense that it is delaying the implementation of the above-said points. This is a short-sighted and foolish ruse to frighten and stifle it with pressure and blackmail.
It is preposterous and ridiculous for them to float rumor that the DPRK pins any hope on the next U.S. president. It is a very wrong way of thinking for them to regard their one-sided hard-line policy toward the DPRK as a cure-all.
They had better clearly understand that if the U.S. opts for the one-sided hard-line policy toward the DPRK, the bilateral relations will reach an extreme phase and everything go up in smoke.
The DPRK does what it should do and refrains from what it should not do no matter what others may say. The U.S. conservative hardliners are sadly mistaken if they calculate they can wrest any concession from the DPRK with a strong-arm policy.
They would be well advised to discard a foolish delusion and behave with reason in the realistic way of thinking.
Joint Exercises of U.S. and S. Korean Marines Staged in S. Korea
Pyongyang, March 5 (KCNA) -- The 7th Regiment of the First Division of the U.S. Marines staged a joint exercise for cooperation on March 1 together with the south Korean Marine Corps in the firing range of the U.S. forces in Phochon, Kyonggi Province of south Korea as part of Key Resolve and Foal Eagle, according to a news report.
On the same day the military drill of the bellicose forces started under the simulated conditions of a street battle when an F-18 that had taken off a U.S. military base in Japan flew into the air over the firing range and dropped mock bombs.
The U.S. Marines side said that the joint drill that day was intended to train the south Korean Marine Corps in a street battle and the like, adding that its main purpose was to help the units of the marine corps get proficient in the procedures of fighting a battle after being deployed in advance through the exercises for maritime deployment and assembly, exercises for individual and collective deployment before going into actions and joint live shell firing drills.
Meanwhile, the south Korea-U.S. "Combined Forces Command" announced that the south Korean Marine Corps would join the U.S. Marines in its exercises for deploying forces on the ground on March 8.
Stop to War Gambles Urged in S. Korea
Pyongyang, March 5 (KCNA) -- Members of the Solidarity for Progress of south Korea, the People for Achieving Peace and Reunification, the south Korean Confederation of Trade Unions and other civic and social organizations reportedly staged a demonstration after calling a press conference outside the commanding post of the south Korea-U.S. "Combined Forces Command" on March 2 when the U.S. and south Korean trigger-happy forces started the Key Resolve and Foal Eagle large-scale joint military exercises for war of aggression on the north.
Speakers at the press conference dismissed as a lie the CFC's assertion that the exercises are for "defence", and contended that they are evidently war games aimed at invading the north.
They in a press release said that the anti-north war drills, being staged under the U.S. strategy and "operation plan", would cause military tension and confrontation on the Korean Peninsula and reduce the Korean nation to ruin. And they urged an immediate halt to the drills contrary to the trend of the Korean Peninsula towards peace and reconciliation.
At the end of the press conference, the organizations staged a demonstration, shouting such slogans as "Halt to the war drills threatening the peace on the Korean Peninsula!"
In the meantime, the preparatory committee for building the 16th-term south Korean Federation of University Student Councils released a statement on March 1 demanding that the U.S. scrap the war scenario threatening the peace on the Korean Peninsula and blocking national reunification and withdraw its forces from south Korea at once.
S. Koreans Called upon to Stand up against Neo-Liberal Agricultural Policy
Pyongyang, March 5 (KCNA) -- The Federation of Peasants Associations of south Korea reportedly held its 12th-term inaugural ceremony in Seoul on February 28.
A declaration read out at the ceremony called for making this year a year for paving a new way for the peasant movement.
To this end, it is necessary for the progressive camp to tide over the crisis by waging a positive struggle against the conclusion of the "Free Trade Agreement" and "agricultural restructuring" as they are aimed at bringing agriculture of this land to bankruptcy, it noted.
Noting that the people from all walks of life would strongly counter the "government's" undisguised neo-liberal agricultural policy throughout south Korea, the declaration stated that the organization would wage a dynamic mass struggle against the U.S. and for independent reunification, while expanding and strengthening the June 15 Peasants Joint Measure Committee to implement the June 15 joint declaration and the October 4 declaration.
S. Korean Youth and Students Vow to Implement Oct. 4 Declaration
Pyongyang, March 5 (KCNA) -- The Youth and Students Headquarters of the South Side Committee for Implementing the June 15 Joint Declaration reportedly held its regular meeting in Seoul on February 28.
The meeting discussed an action program for this year to implement the June 15 joint declaration and the October 4 declaration.
A resolution on actions made public at the meeting said that the adoption of the October 4 declaration last year brought a new phase to the June 15 era of reunification, stressing that national reunification is the greatest task the fulfillment of which brooks no further delay.
The youth and students headquarters will take the lead in implementing the June 15 joint declaration and the October 4 declaration, it noted, adding that it would strongly react to any moves to play them down and bring the inter-Korean relations back to the past era of confrontation dating back to the Cold War.
It called on the youth and students to wage a positive movement to remove legal and institutional mechanisms that throw hurdles in the way of implementing the October 4 declaration and struggle for peace and reunification and protest against the war exercises aimed at aggression against the north.
Read out at the meeting was a statement denouncing the security authorities' arrest of Yun Ki Jin, chairman of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification.
Release of Patriotic Youth Demanded in S. Korea
Pyongyang, March 5 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification reportedly made public a statement on February 28 demanding the release of Yun Ki Jin, chairman of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification.
The statement recalled that Yun Ki Jin was arrested by the security authorities while struggling for reunification, without making even a single step back though he has been wanted for 9 years.
The recent ceaseless arrest and detention of patriotic figures on absurd charges of violation of the "National Security Law" (NSL) fully reveal the true colors of the security authorities as anti-reunification elements, it said.
Those who went against the will of the people and need of the times have always been punished by history, it noted, declaring that the organization would stage an active movement for the release of Yun, the repeal of the NSL and the dissolution of the security organization.
National Seminar on Juche Idea Held in Peru
Pyongyang, March 5 (KCNA) -- The Peruvian national seminar on the Juche idea took place in Lima on Feb. 20 on the occasion of the birthday of General Secretary Kim Jong Il.
The chiefs of the Peruvian organizations for the study of the Juche idea and academic figures, addressing the seminar, were unanimous in highly praising Kim Jong Il for having increased the national power of socialist Korea in every way and won one victory after another in the acute confrontation with the U.S. imperialists, thus demonstrating the independent dignity and might of the DPRK before the whole world.

Kim Jong Il's Politics Praised
Pyongyang, March 5 (KCNA) -- Alejandro Cao de Benos, chairman of the Korean Friendship Association, headquartered in Spain posted an article titled "Long live the politics of Great General Kim Jong Il!" on his Internet homepage on Feb. 13 on the occasion of the February holiday.
The politics of Kim Jong Il is characterized by independent politics, Songun politics and benevolent politics, the article said, and went on:
The DPRK has demonstrated the dignity as an independent and sovereign state to the world, consistently adhering to the principle of independence in politics, self-support in economy and self-reliance in national defence despite such severe worldwide political turbulence. Hamhung, 5 de marzo (ATCC) -- Con motivo del 110o aniversario del dia de nacimiento de Zhou Enlai, se le rindio homenaje este miercoles ante su estatua de bronce erguida en el Complejo de Abonos de Hungnam.
En la ceremonia de homenaje estuvieron presentes Hong Song Nam, secretario responsable del Comite del Partido del Trabajo de Corea en la Provincia de Hamgyong del Sur, Kim Phung Gi, presidente del Comite Popular de la misma provincia, y otros funcionarios coreanos asi como los miembros de la embajada china en Corea.
Fueron depositados un cesto de flores a nombre comun del Comite del PTC y el Comite Popular de la provincia de Hamgyong del Sur y el otro en nombre comun de las mismas instituciones de la ciudad de Hamhung, aparte del cesto de flores a nombre del Complejo de Abonos de Hungnam.
Igualmente, fueron colocados los cestos de flores a nombre de la sede diplomatica china y los chinos residentes en dicha provincia.
Los participantes rindieron homenaje a Zhou Enlai traduciendo la veneracion hacia el quien realizo grandes meritos para el desarrollo de las relaciones de amistad entre Corea y China.
En su discurso pronunciado en la ocasion, el embajador chino, Liu Xiaoming, recordo que junto al Presidente Mao Zedong y al Presidente Kim Il Sung, Zhou Enlai hizo gran contribucion al establecimiento y desarrollo de las relaciones de amistad y cooperacion China-Corea y destaco que sus proezas seran grabadas siempre en el alma de ambos pueblos y transmitidas de generacion en generacion.

El mismo dia, los miembros de la embajada china recorrieron el Museo de la Historia Revolucionaria del Complejo de Abonos de Hungnam y los procesos de produccion del mismo, la Fabrica de Productos de Madera de Hamhung y la Fabrica de Articulos Plasticos de Uso Diario de los ex Militares Heridos de Honor de Hamhung.
Denuncian el arresto al presidente de Direccion Surena de la APJERP
Pyongyang, 5 de marzo (ATCC) -- El portavoz del Comite Norteno para la Ejecucion de la Declaracion Conjunta del 15 de Junio publico este miercoles una declaracion denunciando a las autoridades de seguridad publica del Sur de Corea que arrestaron en virtud de la "ley de seguridad" al presidente de la Direccion Surena de la Alianza Pannacional de Jovenes y Estudiantes por la Reunificacion de la Patria (APJERP).
Esto deviene la negativa total a la Declaracion Conjunta del 15 de Junio y a la Declaracion del 4 de Octubre y es un crimen antinacional y anti-reunificacion para debilitar y destruir el Comite Conjunto Nacional del 15 de Junio, organizacion solidaria pannacional por la reunificacion, denuncia la nota y prosigue:
Esos manifiestos estan fundamentados en el pensamiento de lograr la paz y la reunificacion del pais aunando las fuerzas nacionales en el principio de reconocer y admitir las diferentes ideas y sistemas existentes entre ambas partes coreanas.
Las autoridades de seguridad publica del Sur de Corea deben liberarse del viejo concepto de confrontacion, excarcelar ahora mismo a las personalidades patrioticas partidarias de la reunificacion, arrestadas injustamente, y dejar de cometer acciones que fomenten la discordia y la division entre los connacionales.
Rodong Sinmun denuncia a los belicistas de EE.UU. y Sur de Corea
Pyongyang, 5 de marzo (ATCC) -- Estados Unidos y el circulo militar del Sur de Corea iniciaron el dia 2 en toda la extension surcoreana los freneticos ejercicios militares conjuntos de gran envergadura "Key Resolve" y "Aguilucho" desafiando a la unanime aspiracion de la nacion coreana a la paz y la reunificacion.
Los mencionados entrenamientos resultan un ensayo de guerra nuclear para atacar de modo preventivo a la Republica Popular Democratica de Corea, siendo producto de la agresiva politica norteamericana de hostilidad a Corea.
Asi senala el diario Rodong Sinmun en un comentario individual del dia 5 y continua:
En particular, la maniobra militar "Key Resolve" es la replica de otro nombre del anterior "ejercicio combinado de refuerzo para el tiempo de guerra", que se propone a ejercitar el rapido despliegue de las tropas norteamericanas de refuerzo en el frente coreano en el eventual "tiempo de emergencia" de la Peninsula Coreana y el procedimiento de la operacion ofensiva conjunta con el ejercito surcoreano.
Es indiscutible que "Key Resolve" y "Aguilucho" se encaminan al ataque preventivo nuclear contra el Norte de Corea.
Debido a las imprudentes maniobras de EE.UU. y las fuerzas belicistas surcoreanas, en la Peninsula Coreana se da una tensa situacion que puede desencadenar una guerra en cualquier momento y la causa de reunificacion independiente de la nacion coreana afronta otra vez graves escollos.
Son incompatibles el dialogo y la confrontacion, la paz y la guerra. Si los enemigos se atreven a desatar la guerra, los invasores seran castigados duro en un implacable contraataque.
