DPRK Delegate Calls on UNSC to Give Developing Countries Representation
Pyongyang, March 7 (KCNA) -- The United Nations Security Council should be reformed in such a way as to give full representation to the developing countries which make up a majority of the UN member states and ensure the impartiality of its activities.
A DPRK delegate said this in his speech at the meeting of the Special Committee on the UN Charter and on Increasing the Role of the Organization opened in New York on Feb. 27.
The principles of respect for sovereignty, equality and non-interference in internal affairs laid down in the UN Charter are still wantonly violated in the international relations and the UNSC's breach of the authority of the UN General Assembly, in particular, is arousing concern among the member states, he noted, referring to a series of issues related to this.
The UN should never allow unilateralism and high-handed practices, hurdles lying in the way of establishing a just and fair international relations, and pay due attention to ensuring that all the member states strictly observe the UN Charter, he asserted.
Underscoring the need to democratize the UN as soon as possible and decisively increase the authority of the General Assembly, he called for introducing a system whereby the UNSC's resolutions on the use of force and sanctions should be approved by the General Assembly.
Congratulations to PM of Montenegro
Pyongyang, March 7 (KCNA) -- Kim Yong Il, premier of the DPRK Cabinet, sent a congratulatory message to Milo Jukanovic upon his election as prime minister of Montenegro.
The message wished the prime minister success in his responsible work for stability of the country and its economic development.
Legal Environment for Respecting Women in DPRK
Pyongyang, March 7 (KCNA) -- The women are being ensured position and dignity on a high level in the DPRK.
The Korean women, who had been subjected to humiliation and insult in society in the bygone days, have grown to be a proud and mighty unit which undertakes an important role of the Songun revolution today.
Over the last 60-odd years tens of thousands of ordinary women have been elected deputies to power bodies at all levels and more than 8 000 women become heroines and holders of honorary titles and academic degrees and titles. It eloquently proves that the legal environment for respecting the women has been arranged well in the DPRK.
President Kim Il Sung raised the woman's question as a fundamental issue of the social revolution in the early days of his revolutionary activities. After the liberation of the country, he saw to it that the Law on Sex Equality which provides the women with equal rights with men in the socio-political, economic and cultural life was promulgated.
In order to consolidate and develop this legal system, the DPRK government defines clearly in the constitution that the women have the social position and right equal with men and the state provides the women with every condition for their participation in public life.
The specific laws including the Socialist Labor Law, the Law on the Nursing and Upbringing of Children and the Family Law stipulate that a working day of the woman workers with three and more children is 6 hours and all the children should be reared in the nurseries and kindergartens at the state and social expense. This solid legal foundation makes it possible for the women to do their share in the social progress.
The Article 20 of the Law on the Nursing and Upbringing of Children specially deals with the protection of mothers.
In accordance with the article, the state ensures maternity leave to women and the state and social and cooperative organizations bear their salary, food and share.
The state also registers in time the pregnant women through medical institutions including maternity hospitals, renders systematic medical service and assistance to their childbirth free of charge and protects their health after childbirth. In this way, the state takes care of the promotion of their health in a responsible manner.
More laws and policies for women have been instituted and enforced one after another in recent years.
Stationery Relics Exhibition in Pyongyang
Pyongyang, March 7 (KCNA) -- An exhibition of stationery relics is open at the Korean Folklore Museum.
On display are more than 200 pieces of relics belonging to the period from the ancient time to the closing years of the Ri Dynasty (the early 20th century).
What attract special interest of the visitors are paper, ink stick and writing brush which were popular not only at home but also abroad from olden times.
Such paper as kyon-ji (paper durable in quality), paekmyon-ji (snow-white paper) and kyongmyon-ji (glossy paper), ink sticks including songyon-mok (made from pine soot) and yuyon-mok (made from lamp soot), writing brushes such as ryangmi-phil (made from wolf's tail) and hwangmo-phil (made from weasel's tail), ink slabs including wiwon-byoru (made in Jagang Province) and rampho-byoru (made in South Chungchong Province) and other unique and finest writing materials illustrate the wisdom of the Koreans who have a time-honored history of calligraphy.
Such stationery pieces as brush stand and brush rack are also on show.
Typical relics representing the distinguished creative talent of the Korean nation are brush stands made of bamboo, marble and jade, various shapes of brush-cleaning bowls including the white porcelain with a blue pattern of prunus mume and different sizes of ink-containers including a peach-shaped one.
Useful and valuable stationery furniture such as a red lacquer chest inlaid with mother-of-pearl, a cupboard and a letter rack are admired by the visitors for their making to suit the tastes of the Koreans.
The exhibition will be open till the end of April.
Rodong Sinmun Calls for Adhering to Principle of National Independence
Pyongyang, March 7 (KCNA) -- "By our nation itself" is, to all intents and purposes, the idea of independence which helps settle all the matters, placing before anything else the demand and interests of the Korean nation responsible for the movement for national reunification, and thoroughly reject the foreign interference in the settlement of the national issue, says Rodong Sinmun in a signed article Friday.
The principle of independence is the core and basis for the settlement of the national issue, the article notes, and goes on:
The national issue is, in essence, the matter for defending and realizing independence of the nation.
National reunification is the most urgent matter in establishing independence of the Korean nation.
It is only too natural that the Koreans should settle independently in a responsible manner the issue of national reunification, an issue of the nation itself and a matter related to the national sovereignty.
The principle of independence serves as a source of mental power which helps give fullest play to the consciousness and will of the Koreans for national reunification.
The struggle for national reunification is just a struggle to meet demand for independence and interests of the Korean nation as a driving force.
The cause of national reunification should be achieved by the Korean nation as the driving force. Therefore, for successful settlement of the national reunification problem it is important to keep the principle of defending the demand for independence and interests of the Korean nation and the principle of settling all the issues arising in realizing the cause of reunification by the Korean nation itself.
To settle all the issues by our nation itself on the principle of independence is the only way for opening up a new era of independent reunification, peace and prosperity.
Enhanced Role of Ideological and Cultural Means Called for
Pyongyang, March 7 (KCNA) -- To let all the ideological and cultural means including the media and literature and arts in a socialist society get rid of the party guidance is as foolish an act as laying down one's powerful ideological weapon before class enemies. This will end up losing the gains of the revolution to the enemies.
Rodong Sinmun today observes this in a signed article.

The ideological and cultural means in socialist society can be used as a counter-revolutionary tool if they get rid of the guidance of the working class party. This is evidenced by what happened in those countries where socialism collapsed and capitalism revived.
The anti-socialist elements in the countries once engaged in socialist construction worked hard to get the ideological and cultural means freed from the party guidance.
They called for the "independence" of the ideological and cultural means, asserting that these means should reshape the work system, methods and contents as required by the policy for "reform" and "restructuring."
They prodded the ideological and cultural means into beginning to slander and attack socialism, gradually discarding its mission as an ideological weapon for building socialism. This made it impossible for the working class party to establish its system of leadership over them.
The above-said means which had been reduced to counter-revolutionary tools, freed from working class party's guidance, played a big role in bringing down socialism and reviving capitalism.
Socialist idea represents the might and source of socialism. If a working class party is to successfully build socialism it should steadily increase the role of the ideological and cultural means, retaining a firm grip on them. This alone would help the ideological and cultural means successfully fulfill their mission and duty on the socialist ideological front and reinforce the ideological position of socialism, concludes the article.
Stop to Joint Military Exercises in S. Korea Demanded by Czech Organization
Pyongyang, March 7 (KCNA) -- The Paektusan Czech-Korean Friendship Association issued a statement on March 3 in protest against the Key Resolve and Foal Eagle joint military exercises launched by the U.S. and south Korea.
The statement held that the provocative military exercises launched by the U.S. and south Korea at a time when the peaceful settlement of the nuclear issue on the Korean Peninsula is in the process and there opened a new era of inter-Korean reconciliation and cooperation are dangerous actions as they not only strain the situation in the region but also obstruct peace and reconciliation on the Korean Peninsula and Korea's reunification.
It is none other than the U.S. imperialists and south Korean bellicose forces that are chiefly to blame for disturbing the peace and stability on the peninsula, the statement noted, demanding the U.S. and south Korean authorities immediately stop the war exercises in south Korea if they really wish to see the detente and peace on the peninsula.
The statement urged the U.S. to put an end to its aggressive hostile policy toward the DPRK and withdraw at once all its forces including weapons of mass destruction from south Korea.
DPRK-Japan Friendship Meeting Held in Japan
Pyongyang, March 7 (KCNA) -- A DPRK-Japan friendship meeting was held in Miyagi Prefecture of Japan on February 19.
Present there were prefectural and city assemblymen from different political parties of Japan, members of the Miyagi Prefectural Japan-DPRK Friendship Association and officials of the General Association of Korean Residents in Japan (Chongryon).
The chairman of the friendship association addressed the meeting.
Then the chairman of the Miyagi Prefectural Headquarters of Chongryon briefed on the situation of the Korean Peninsula.
Denouncing the anti-DPRK policy of Japan, which is intensifying the unreasonable suppression of Chongryon and Korean residents in Japan, he strongly demanded that its authorities seek a solution to the issue through dialogue, not sanctions and pressure, and guarantee the rights of Korean residents in Japan.
Several personages of Japan in their speeches expressed their will to intensify the Japan-DPRK friendship activities so as to ensure early normalization of the bilateral relations and work hard to protect the rights of the Korean residents.

CRPP denuncia a las fuerzas conservadoras surcoreanas
Pyongyang, 7 de marzo (ATCC) -- El portavoz del Comite por la Reunificacion Pacifica de la Patria (CRPP) hizo publica el dia 6 una declaracion condenando a las fuerzas conservadoras en el poder del Sur de Corea que en la 7a reunion del Consejo de DDHH de la ONU acusaron a la Republica Popular Democratica de Corea del supuesto "problema de DDHH" exigiendole "mejorar la situacion de DDHH" y "tomar las medidas pertinentes".
El CRPP califica tales palabras de grave e imperdonable provocacion a la RPDC y de acto antinacional que da negativa total al espiritu de la Declaracion Conjunta del 15 de Junio y lleva las relaciones Norte-Sur a la confrontacion, senala el documento y continua:
El "problema de DDHH del Norte de Corea" es un complot ideado por EE.UU. y sus seguidores con el proposito de desvirtuar el alto prestigio y la imagen de la RPDC en la arena internacional y desestabilizar el sistema de ella.
Ese problema no hubo ni habra en el sistema socialista al estilo coreano centrado en las masas populares.
Ya desde antes de tomar el poder, las fuerzas conservadoras surcoreanas solian criticar al Norte de Corea sumandose a la campana de "DDHH" lanzada contra este por las fuerzas intransigentes estadounidenses.
Ademas, se valieron de todos los medios para frenar el positivo desarrollo de las relaciones Norte-Sur y bloquear la corriente de la epoca hacia la reconciliacion, la unidad, la reunificacion y la prosperidad.
Hoy dia, se enfrascan junto con los belicistas estadounidenses en los ejercicios de guerra nuclear de gran envergadura contra el Norte de Corea y se atreven a insultar el sistema socialista de este.
La realidad comprueba que los gobernantes conservadores del Sur de Corea se oponen a la Declaracion Conjunta del 15 de Junio, cuyo ideal principal es "Entre nosotros, los connacionales", y a la Declaracion del 4 de Octubre que llama a convertir las relaciones Norte-Sur en los vinculos de respeto y confianza mutuos.
El CRPP nunca perdonara a quienes se atreven a acusar al sistema de la RPDC, simbolo de dignidad y vida de nuestro pueblo, pensando unicamente en no disgustar a las fuerzas foraneas sin tomar en consideracion los puntos acordados entre ambas partes de Corea.
Quienes recurren a la confrontacion y division desafiando a la aspiracion de toda la nacion y a la corriente de la epoca seran arruinados y abandonados por la nacion.
Las fuerzas gobernantes conservadoras del Sur de Corea deben actuar con prudencia.
Delegado coreano se refiere a reforma de Consejo de Seguridad
Pyongyang, 7 de marzo (ATCC) -- En su discurso pronunciado en la reunion del comite especial sobre el fortalecimiento de la Carta de la OUN y del papel de esta organizacion, inaugurada el 27 de febrero en Nueva York, el delegado de la Republica Popular Democratica de Corea subrayo que el Consejo de Seguridad de la ONU debe ser reformado en direccion a garantizar suficientemente el derecho a la representacion de los paises en vias de desarrollo que forman la mayoria de los paises miembros de la ONU y de mostrar la imparcialidad de sus actividades.
En las relaciones internacionales estan violados despiadadamente todavia los principios del respeto del poder, la igualdad y la no ingerencia en los asuntos internos estipulados por la Carta de la ONU y sobre todo, el hecho, de que el Consejo de Seguridad atenta el poder de la Asamblea General de la ONU, provoca la preocupacion de los paises miembros, senalo y se refirio a algunos problemas en relacion con el respecto.
La ONU no debe permitir jamas el unilateralismo y los actos coercitivos que obstaculizan el establecimiento de las justas e imparciales relaciones internacionales, sino debe prestar debida atencion a hacer que todos los paises miembros observen estrictamente la Carta de la ONU, recalco.
Prosiguio que es necesario democratizar cuanto antes la ONU e intensificar decisivamente la autoridad de la Asamblea General y hablo de la necesidad de establecer un sistema segun el que las resoluciones de seguridad relativas al uso de armas y la sancion obtengan la aprobacion de la Asamblea General.
Rodong Sinmun demanda mejorar funcion de medios ideo-culturales
Pyongyang, 7 de marzo (ATCC) -- En la sociedad socialista poner todos los medios ideo-culturales, incluyendo la prensa y las publicaciones, la literatura y el arte, fuera del alcance de la direccion del partido es un acto imbecil igual a ceder la poderosa arma ideologica a los enemigos clasistas y significa la perdida de las conquistas de la revolucion.
Advierte el diario Rodong Sinmun en un articulo individual del dia 7 y continua:
Si los medios ideo-culturales de la sociedad socialista dejan de ser guiados por un partido de la clase obrera, pueden ser utilizados como un instrumento de la contrarrevolucion.
Lo demuestra el caso de los paises donde se desmorono el socialismo y se restauro el capitalismo.
En esos paises que construian antes el socialismo los elementos antisocialistas maniobraron siniestramente para separar los medios ideo-culturales del partido.
Ellos exigieron la "libertad" de esos medios insistiendo en que estos deben ser renovados en el sistema, metodo y contenido de su trabajo conforme a la politica de "reforma" y "reestructuracion".
Por resultado, los medios en cuestion comenzaron a ignorar poco a poco su mision de arma ideologica de la construccion socialista y optaron por censurar y atacar al socialismo.
Esos medios, ya liberados del control del partido de la clase obrera, y convertidos en el aparato contrarrevolucionario, desempenaron el papel decisivo en el derrumbe del socialismo y la restauracion del capitalismo.
La fuente del poderio del socialismo esta en la idea socialista.
Para construir exitosamente el socialismo, el partido de la clase obrera debe controlar los medios ideo-culturales y mejorar incesantemente su funcion, de modo que ellos puedan consolidar el frente ideologico del socialismo cumpliendo cabalmente su mision y deber.
