Message of Sympathy to President of Democratic Congo
Pyongyang, April 19 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Friday sent a message of sympathy to Joseph Kabila, President of Democratic Congo, as regards big human losses caused by an airplane accident in a local city of the country.
In the message Kim expressed deep sympathy to the president and through him to the victims and their families.
Order and Medal of Teacher's Honor Instituted
Pyongyang, April 19 (KCNA) -- The Presidium of the DPRK Supreme People's Assembly promulgated a decree on instituting order and medal of teacher's honor on April 10.
According to the decree, the SPA Presidium decided to institute the Order of Teacher's Honor First Class, Second Class and Third Class and the Medal of Teacher's Honor to give state commendation to teachers who have devotedly worked to implement the "Theses on Socialist Education", thus contributing to promoting the education and stepping up the building of a great prosperous powerful socialist nation.
First National Art Festival Commemorating Day of Sun Closes
Pyongyang, April 19 (KCNA) -- The First National Art Festival Commemorating the Day of the Sun was closed with due ceremonies.
The festival was held at over 10 theatres, halls and music halls in Pyongyang, divided into the national professional art festival, the national art agitation squad festival, the national itinerant art squad festival and the national working people's art festival.
The closing ceremonies of professional and non-professional groups took place at the Central Youth Hall and the People's Palace of Culture on April 19.
Present at the ceremonies were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, Kim Jung Rin, secretary of the Central Committee of the Workers' Party of Korea, Kang Nung Su, minister of Culture who is chairman of the festival organizing committee, leading officials of working people's organizations, officials concerned and national and local art organizations and artistes and members of itinerant art squads and members of working people's art groups and working people in the city.
The closing performances were followed by awarding ceremonies.
In the professional group, the festival prize for organization went to 10 units including the Art Troupe of the North Hamgyong Province and the art troupe of Koreans in Japan, the ensemble prize to 29 art works, the prize for creation to 19 participants and the prize for individuals to 47 artistes.
In the non-professional group, the festival prize for organization went to 17 units including the National Youth Art Squad and the itinerant art squad of the Pyongyang Bureau of Railways, the ensemble prize to 29 art works, the prize for creation to 42 participants in the festival and the prize for individual to 45 participants.
Closing speeches were made by Kang Nung Su and Kim Pyong Hun, chairman of the Central Committee of the General Federation of the Unions of Literature and the Arts of Korea.
The speakers stressed that the festival fully demonstrated the unshakable will of the people to work harder for the prosperity of the country, united close behind leader Kim Jong Il with the firm faith that President Kim Il Sung will always be with them.
Kim Jong Il Sends Birthday Spread to Centenarian
Rason, April 19 (KCNA) -- General Secretary Kim Jong Il sent a birthday spread to a centenarian Yu Man Gum who resides in Anju-dong, Rason City.

Message of Thanks to Kim Jong Il from Chongryon
Pyongyang, April 19 (KCNA) -- General Secretary Kim Jong Il received a message of thanks from the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) on Wednesday.

Syrian Charge d'Affaires Hosts Reception
Pyongyang, April 19 (KCNA) -- Muhammad Adib Alhani, Syrian charge d'affaires ad interim here, hosted a reception at the Taedonggang Club for the Diplomatic Corps on April 18 on the occasions of the Day of the Sun and the 15th anniversary of General Secretary Kim Jong Il's election as chairman of the DPRK National Defence Commission.

Meeting of Korean Youth and Students for Reunification Held
Pyongyang, April 19 (KCNA) -- The 18th joint presidium meeting of the National Alliance of Youth and Students for the Country's Reunification (Pomchonghakryon) was held by means of exchanging documents on a facsimile basis between the north and the south and abroad on Friday.
The meeting reviewed the work conducted by Pomchonghakryon in the last seven years after the publication of the June 15 joint declaration and discussed its orientation of action and tasks for this year.
A report was made there.
It stressed that this year Pomchonghakryon would wage a dynamic struggle to implement the June 15 joint declaration and the October 4 declaration under the slogan of "Open up a new era of independent reunification, peace and prosperity by pooling the efforts of our nation!"
It set it as a major goal for this year to defend the sovereignty and dignity of the nation under the banner of "By our nation itself", give priority to the demand and interests common to the nation and institute June 15 as "day of by our nation itself" and advanced tasks for conducting more brisk activities to attain the goal.

Pyongyang, April 20 (KCNA) -- A spokesman for the Anti-Imperialist National Democratic Front released a statement on April 19 to mark the 60th anniversary of the historic Joint Conference of Representatives of Political Parties and Public Organizations in North and South Korea, according to Kuguk Jonson (Internet).
The joint conference, held in Pyongyang in April Juche 37 (1948), was a historic meeting to save the destiny of the country and the nation by achieving the great unity of the Korean nation under the banner of reunification and patriotism, the statement said, and continued:

Valuable Exploits Performed for Great National Unity
Pyongyang, April 19 (KCNA) -- Sixty years have elapsed since the historic Joint Conference of Representatives of Political Parties and Public Organizations in North and South Korea was held.
President Kim Il Sung, who worried over the tragedy of national split deeper than anybody else, put forward a proposal for convening a joint conference of representatives of political parties and public organizations in north and south Korea at the meeting of the presidium members of the Central Committee of the Democratic National United Front of North Korea in October Juche 36 (1947).
The historic Joint Conference of Representatives of Political Parties and Public Organizations in North and South Korea was thus held in Pyongyang from April 19 to 23, 1948 amid the interest and expectation of all the fellow countrymen.
The President in the conference stated that anyone who truly loves the country should categorically reject treacherous separate elections and surely unite, irrespective of party affiliation, religious denomination and political view.
Though the composition of the participants was very complex and their political view and religious belief were varied, the April conference was the first historic grand national meeting of representatives of all strata in north and south Korea who gathered together with single patriotic will to check permanent split of the nation and set up a unified government under the banner of the anti-U.S. national salvation.
He energetically led the struggle to achieve the great unity of the nation under the banner of the national reunification as the territorial division and national split lasted.
The putting forth of the three principles of the national reunification--independence, peaceful reunification, great national unity--in July 4 north-south joint statement in 1972, the proposal for founding the Democratic Federal Republic of Koryo in 1980 and the publication of the ten-point programme of great unity of the whole nation in 1993 show the historical course in which the President's idea on the great national unity of the nation had developed.

Japanese Reactionaries' Extension of Sanctions against DPRK under Fire
Pyongyang, April 19 (KCNA) -- The Japanese government recently decided to extend sanctions against the DPRK, asserting that no substantial progress is made in the latter's nuclear declaration and the settlement of the abduction issue and to pursue the same "diplomacy based on the view on value" as the Abe government did. This is nothing but the last-ditch effort of those trying to prolong the remaining days of their political careers now in increasing danger by winning popularity.
Rodong Sinmun observes this in a signed commentary.
Japan has lost her face to say anything about the nuclear issue and the abduction issue, the commentary notes, and goes on:
It was none other than Japan which raised the abduction issue that had already found a solution each time the six-party talks were under way, obstructing their work. Japan is making desperate efforts to check the progress of the six-party talks and strain the situation on the Korean Peninsula in a bid to create a favorable environment for its emergence as a military power and overseas aggression. Its decision to extend sanctions against the DPRK was prompted by its sinister intention to deliberately bring the DPRK-Japan relations to an extreme pitch of tension and hasten the military preparations for overseas aggression under this pretext.
"Diplomacy based on the view on value" much touted by the present Japanese government is also a dangerous diplomatic strategy aiming at aggression and plunder.
The present government's decision to pursue the same "diplomacy based on the view on value" as Abe did is nothing but a revelation of its intention to carry forward his aggressive and reactionary policy. If the Fukuda government follows the above-said diplomacy of Abe, failing to draw a lesson from his miserable end, it will meet the same tragic end as its predecessor's.
It is very foolish and absurd for the Japanese reactionaries to try to gain something by extending the sanctions against the DPRK and increasing pressure upon it. Abe was forsaken by the Japanese people for going against the trend of the times and the wishes of the public. Should the present Japanese ruling quarters follow the same policy as Abe's, they will only face self-destruction.
Anniversary of April 19 Popular Uprising Observed
Pyongyang, April 19 (KCNA) -- Leading newspapers today dedicate signed articles to the 48th anniversary of the April 19 popular uprising in south Korea.
The uprising was an anti-American massive resistance of the south Korean people against the U.S. imperialists' colonial enslavement policy and an all-people resistance for democracy against fascism to put an end to the Syngman Rhee dictatorial rule and create new politics, system and life.
Many years have passed since the uprising but the desire of the uprisers for independence, democracy and reunification has not yet been realized due to the U.S. imperialists' aggression and anti-reunification policy toward Korea and the anti-national moves of the pro-American conservatives in south Korea who have quelled the people's desire for independence, following the policy, Rodong Sinmun says, and goes on:
The United States has persistently hindered the Korean nation's cause of independent and peaceful reunification while intensifying its military occupation and domination over south Korea and inciting the inter-Korean confrontation and the atmosphere of war against the DPRK.
The U.S. hard-line conservative forces are now escalating the anti-DPRK moves over the "nuclear issue" and the "human rights issue" and rendering the situation of the Korean Peninsula strained through arms buildup and reckless maneuvers to ignite a new war. Just since its emergence, the Lee Myung Bak regime of south Korea has been hell-bent on the cooperation with outsiders and the confrontation with the fellow countrymen to follow the U.S. anti-DPRK policy, crying out for "priority to improving the relations with the U.S." and anti-national "pragmatism" and "no nukes, opening and 3,000 dollars".
All Koreans should smash the foreign forces' aggression policy and the anti-national moves of the south Korean conservative ruling forces supporting such policy and give impetus to the national reunification movement at any cost.
For the sake of the nation's destiny they should foil every move of the U.S. imperialists to unleash a new war and repulse any attempt of the Lee Myung Bak group who is running amuck to deny the June 15 joint declaration and the October 4 declaration and block the way of independent reunification, peace and prosperity after shaping the anti-national and anti-reunification "policy toward the north."

Lee Myung Bak's U.S. Junket under Fire in S. Korea
Pyongyang, April 19 (KCNA) -- The People for Achieving Peace and Reunification, the Solidarity for Social Progress, the Solidarity for Implementing the South-North Joint Declaration, the Confederation of Trade Unions and other civic and social organizations in south Korea called a press conference in front of Seoul Airport in Songnam City, Kyonggi Province on April 15 to denounce Lee Myung Bak for his U.S. trip aimed at tightening the "alliance" for aggression.
A press release titled "We denounce south Korea-U.S. talks aimed at tightening the south Korea-U.S. alliance for aggression" was read out.
The press release demanded an immediate stop to the discussion on the "consultative body for Pacific security", the keynote of which is the "future initiative of south Korea-U.S. alliance" aimed to turn the south Korea-U.S. "alliance" into permanent "alliance based on value, comprehensive alliance" and is to build a new mechanism for aggression based on "tripartite military alliance" involving the U.S., Japan and south Korea at the south Korea-U.S. talks.
Lee Myung Bak should decisively reject south Korea's participation in the PSI and the establishment of the missile defence system (MD) which pose threat to the peace on the Korean Peninsula and the rest of Northeast Asia, it noted, and went on:
South Korea's participation in the MD would make it increasingly dependent on the U.S. in the military field and its participation in the PSI would drive the inter-Korean relations to a total collapse as it is little short of a declaration of war aimed at the sea blockade against the north.
Lee should not participate in the U.S. unilateral moves for putting pressure upon the north but demand his master conclude a peace-keeping agreement on the Korean Peninsula.
That day, members of the People for Achieving Peace and Reunification and Koreans in the U.S. held a rally and press conference in Washington D.C. to protest against Lee's U.S. visit.
Hong Kun Su, permanent representative of the above-said organization, and Ko Yong Dae, its co-representative, together with the anti-war organizations in the U.S. staged a demonstration in front of the U.S. Department of Defense on April 14 to denounce the U.S. for its reckless moves to plug south Korea into the PSI and the MD.
Exploits of Kim Il Sung Praised
Pyongyang, April 20 (KCNA) -- A meeting to remember President Kim Il Sung, reading-session of his work and film show took place in Dominica, a seminar on his work in Bulgaria and a reading-session of his work in Nigeria from April 2 to 10 on the occasions of the Day of the Sun and the 15th anniversary of Kim Il Sung's work "10-Point Programme of the Great Unity of the Whole Nation for the Reunification of the Country".
Speeches were made at the functions.
Ivan Rodriguez, chairman of the Central Committee of the Dominican Workers' Party, noted that President Kim Il Sung built the socialist society centered on the popular masses on the basis of the Juche idea and performed undying feats in accomplishing the cause of national reunification. His greatest exploit is that he successfully solved the problem of succeeding to the revolutionary cause, he added.
Lyudmil Kostadinov, chief of the Bulgarian Group for the Study of the Juche Idea, and other speakers highly praised the President as a prominent leader who built the excellent socialist system in Korea by wisely leading the struggle for national liberation and as the father of the Korean nation who devoted his whole life to the patriotic cause of national reunification.
The chairman of the Nigerian Group for the Study of Songun Politics said that the President dedicated his all to the reunification of Korea. He authored a large number of works carrying the line and policies for national reunification, the speaker added.

DPRK's April Holidays Commemorated
Pyongyang, April 20 (KCNA) -- Ceremonies of opening Korean book, photo and handicraft exhibitions and film shows were held in Russia, Bulgaria and Brazil between April 4 and 8 on the occasions of the Day of the Sun and the 15th anniversary of General Secretary Kim Jong Il's election as chairman of the DPRK National Defence Commission.
On display in the venues of the exhibitions were works of President Kim Il Sung and Kim Jong Il and photos showing their exploits, books and photos introducing Songun Korea and handicrafts showing the wisdom and talents of the Korean people.
Speeches were made at the ceremonies.
The deputy mayor of Zelenograd in Moscow Region of Russia said that the exhibition would help the Russian people know better about the immortal exploits performed by Kim Il Sung. Kim Jong Il, who is creditably carrying forward the cause of the President, has turned the DPRK into a powerful country and made signal contributions to the development of the Russia-DPRK friendship relations, the speaker added.
The mayor of Pokino in Maritime Territory of Russia said that the whole life of the President was the life dedicated to happiness of the people and prosperity of the country and to the friendship and unity among peoples of different countries.
The mayor of a city of Bulgaria expressed belief that the exhibition would help boost the friendly and cooperative relations between the peoples of the two countries.
The chief of the General Staff of the Air Force Command of Brazil said that through the exhibition he came to know well about the original Songun politics of the DPRK.
The participants in the film shows watched Korean films "Finding Himself among the People All His Life" and "75th Anniversary of the Heroic Korean People's Army".
Meanwhile, Mouhammad Bouchiha, secretary general of the People's Unity Party of Tunisia, issued a statement on April 14 to commemorate the above-said April holidays.

Kim Il Sung's Work Off Press in Austria
Pyongyang, April 19 (KCNA) -- President Kim Il Sung's famous work "10-Point Programme of the Great Unity of the Whole Nation for the Reunification of the Country" was brought out in booklet by the Joseph Gebauer Publishing House in Vienna.
The work was published on April 6, Juche 82 (1993).
Kim Il Sung Remembered in Various Countries
Pyongyang, April 19 (KCNA) -- Meetings to remember President Kim Il Sung took place in Cambodia, Mongolia and Mexico from April 3 to 10 on the occasion of the Day of the Sun.
On display in the venues of the meetings were photos showing the undying revolutionary feats performed by the President and General Secretary Kim Jong Il and the achievements made by the DPRK in socialist construction.

Instituidas en Corea Orden y Medalla de Honor de Educador
Pyongyang, 19 de abril (ATCC) -- El Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea edito el dia 10 un decreto sobre la institucion de la Orden y la Medalla de Honor de Educador.
Segun el decreto, el Presidium de la APS decidio establecer el primer grado, el segundo y el tercer de la Orden y la Medalla de Honor de Educador para galardonar estatalmente a los educadores quienes al luchar abnegadamente por materializar las "Tesis sobre la educacion socialista", hicieron aporte a desarrollar la labor educacional e impulsar la construccion de una gran potencia prospera socialista.
XVIII reunion de copresidencia de la APJERP
Pyongyang, 19 de abril (ATCC) -- La reunion de copresidencia de la Alianza Pannacional de Jovenes y Estudiantes por la Reunificacion de la Patria (APJERP) tuvo lugar el dia 18 por la transmision facsimilar entre el Norte, el Sur y ultramar.
La reunion hizo balance de las labores de la APJERP durante estos 7 anos posteriores a la publicacion de la Declaracion Conjunta del 15 de Junio y discutio el rumbo de actividades y las tareas de esta organizacion para 2008.
En la ocasion hubo un informe.
El informe senala que este ano la APJERP librara energicamente la lucha por la ejecucion de la Declaracion Conjunta del 15 de Junio y la Declaracion del 4 de Octubre en pleno acato a la consigna de "!Abramos la nueva epoca de la reunificacion independiente, la paz y la prosperidad con las fuerzas unidas de la nacion!"
El informe presenta como importante meta para este ano la defensa de la independencia y la dignidad de la nacion bajo la bandera de "Entre nosotros, los connacionales", la priorizacion de la demanda e intereses comunes de la nacion y la definicion del 15 de junio como "dia de entre nosotros, los connacionales" y plantea las tareas de librar actividades mas dinamicas por su realizacion.
En particular subraya la necesidad de detener tajantemente los actos traidores de las fuerzas conservadoras de Lee Myung Bak en poder que niegan totalmente la Declaracion Conjunta del 15 de Junio y la Declaracion del 4 de Octubre e intentan fortalecer mas la confrontacion nacional, y la intervencion de las fuerzas foraneas en el problema nacional.
Define del 25 de junio al 8 de septiembre como "periodo del movimiento comun de la APJERP contra la guerra y por la defensa de la paz" con el fin de frustrar la confrontacion nacional y las maniobras belicas de las fuerzas anti-reunificacion del interior y exterior y exhorta a levantarse como un solo hombre en la sagrada lucha antiyanqui por expulsar a las tropas norteamericanas que son la causa raigal de la guerra y la fuente de division y toda clase de desgracias.
Tambien senala la necesidad de librar con animacion el movimiento masivo por eliminar las barreras legales e institucionales contra la nacion y la reunificacion incluyendo la "ley de seguridad" y realizar activamente la solidaridad y unidad con las entidades de distintos estratos del Norte, el Sur y ultramar que desean la paz y reunificacion del pais.
En la ocasion quedo aprobada una resolucion conjunta.
Publicada declaracion conjunta de la APRP
Pyongyang, 19 de abril (ATCC) -- Las direcciones del Norte, el Sur y de ultramar de la Alianza Pannacional por la Reunificacion de la Patria (APRP) publicaron el dia 19 una declaracion conjunta intitulada "Ejecutemos la Declaracion Conjunta del 15 de Junio y la Declaracion del 4 de Octubre y abramos la nueva epoca de la reunificacion independiente, la paz y la prosperidad dando continuidad al espiritu de la conferencia conjunta de abril y bajo la bandera de 'Entre nosotros, los connacionales'" con motivo del 60o aniversario de la Conferencia Conjunta de los Representantes de los Partidos Politicos y las Organizaciones Sociales del Norte y del Sur de Corea.
La aprobacion de la historica Declaracion Conjunta del 15 de Junio propicio el tiempo dorado para satisfacer el deseo de la nacion coreana de 60 anos atras de oponerse a la ocupacion militar y el dominio de las fuerzas extranjeras y construir un Estado independiente y reunificado, senala el documento y continua:
Lo que necesita la nacion coreana que vive en la epoca del 15 de Junio es el espiritu de "Entre nosotros, los connacionales".
En estos momentos, al abogar por el "pragmatismo" y "reciprocidad", las fuerzas conservadoras del poder de Lee Myung Bak del Sur de Corea bloquean los caminos en el mar, la tierra y el cielo, que unen a ambas partes coreanas, abiertos dificilmente en la historia de division nacional de mas de medio siglo.
Ademas, frustran el deseo de independencia y la demanda de reunificacion de la mayoria de los miembros de la nacion y bloquean la marcha hacia la gran unidad nacional.
La teoria, de que la independencia y la dignidad de la nacion se garantizan por la cooperacion con las fuerzas extranjeras y se defienden con la "alianza" con estas, es una sofisteria sin precedente en la historia de la humanidad y no pasa de ser una mentira para legalizar el dominio y la agresion de los imperialistas.
Con motivo del 60o aniversario de la conferencia conjunta de abril, exhortamos a todos los integrantes de la nacion coreana a frustrar en virtud del ideal de "Entre nosotros, los connacionales" la cooperacion proyanqui, hacer reinar en todo el territorio patrio el ideal de independencia nacional y priorizacion nacional y fortalecer la solidaridad y unidad de todos los sectores y estratos y la alianza tripartita del Norte, el Sur y ultramar continuando el espiritu de la mencionada conferencia.
Haremos frente conjunto con la independencia y la gran unidad a las maniobras represivas de los reaccionarios ultraderechistas japoneses contra los coreanos residentes en Japon.
Rechazaremos todas las maniobras belicas, estableceremos el sistema de paz duradera en la Peninsula Coreana y lograremos la retirada de las tropas norteamericanas del suelo surcoreano.
