South Side to Blame for Incident at Mt. Kumgang Resort
Pyongyang, July 12 (KCNA) -- A south Korean who came to tour Mt. Kumgang was shot to death by a servicewoman of the Korean People's Army at around 4:50 a.m. on July 11. A spokesman for the Guidance Bureau for Comprehensive Development of Scenic Spots issued a statement on Saturday in this regard.
The DPRK feels regretful at this, the statement notes, and goes on:
As for the cause of the incident, it occurred because the south Korean tourist trespassed on the area under the military control of the north side, going beyond the tourist zone.
A particular mention should be made of the fact that the south Korean tourist intruded deep into the area under the military control of the north side all alone at dawn, going beyond the clearly marked boundary fence, even her shoes got wet.
When a KPA servicewoman spotted her and ordered her to stop, she did not obey the order but began to run away. She kept running although the KPA servicewoman repeatedly shouted at her to stop, even firing blank bullets. The KPA servicewoman could not but open fire at her.
The responsibility for the incident entirely rests with the south side.
The south side should be held responsible for the incident, make clear apology to the north side and take measures against the recurrence of the similar incident.
Nevertheless, the south side authorities unilaterally announced that they would suspend the tour of Mt. Kumgang for the time being, a challenge to the north side.
As it is an intolerable insult to the north side, it will take a measure not to accept south Korean tourists until the south side makes proper apology for the recent incident and takes measures against the recurrence of such incident.
As the cause of the incident is very clear and the north side has already confirmed the scene of the incident together with personnel of the Hyundai side right after its occurrence, it cannot accept the south side's proposal for inspecting the area of the north side for investigation.
Heads of Delegations to Six-Party Talks Meet
Pyongyang, July 13 (KCNA) -- Talks of the heads of the delegations to the six-party talks were held in Beijing from July 10 to 12.
The talks estimated the implementation of the October 3, 2007 agreement and there reached an agreement on successfully winding it up before adopting a press release.
According to the press release, the DPRK agreed to make efforts to complete the disablement in parallel with the other five parties' winding up of economic compensation equivalent to a million tons of heavy oil on the principle of "action for action" by October.
It was also agreed to set up a mechanism for verifying the fulfillment of each side's commitments within the framework of the six-party talks, pursuant to the September 19, 2005 joint statement aiming at the realization of the denuclearization of the whole Korean Peninsula.
Greetings to President of Montenegro
Pyongyang, July 13 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, today sent a message of greetings to Philip Byanovic, President of the Republic of Montenegro, on the occasion of its national day.

Anniversary of DPRK-China Treaty Marked
Pyongyang, July 12 (KCNA) -- Xing Haiming, charge d' affaires a.i. of China here, gave a reception at the embassy on July 11 on the occasion of the 47th anniversary of the DPRK-China Treaty of Friendship, Cooperation and Mutual Assistance.
Present there on invitation were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, Choe Chang Sik, minister of Public Health who is chairman of the C.C., the DPRK-China Friendship Association, Kim Thae Jong, vice department director of the C.C., the Workers' Party of Korea, Pak Jae Gyong, vice-minister of the People's Armed Forces, Kim Yong Il, vice-minister of Foreign Affairs, and officials concerned.

Xing Haiming said at the reception that the treaty was signed by respected Premier Zhou Enlai and President Kim Il Sung, the great leader of the Korean people, 47 years ago. This was an event of weighty significance in the history of the Sino-DPRK relations, he added.
It is the consistent strategic policy of the Chinese party and government to steadily consolidate and develop the traditional relations of friendship between the two countries, he said, hoping that bilateral exchange and cooperation would be boosted.
Noting that this year will mark the 60th anniversary of the foundation of the DPRK, he wished that the Korean people would achieve greater success in the spirit of self-reliance and fortitude under the leadership of the WPK headed by General Secretary Kim Jong Il.
Choe Chang Sik in his speech noted that General Secretary Kim Jong Il received Xi Jinping, vice-president of China, recently when the latter visited the DPRK and that the DPRK-China friendship is developing on good terms under the deep care of the top leaders of the two countries.

Early Fruit to Be Supplied to Citizens in Pyongyang
Pyongyang, July 12 (KCNA) -- Vehicles carrying early fruit for this year arrived here on Friday to be supplied to the citizens in the capital city.
Fruit producers tended peach trees with care, true to the intention of General Secretary Kim Jong Il to provide fresh seasonal fruits to the people, and reaped hundreds of tons of peaches. They sent them to the capital city of Pyongyang.
Arrays of trucks fully loaded with boxes of peaches were heading toward nurseries, kindergartens and commercial catering facilities in the city.
Even trains are used for their transport.
Marine Affairs in DPRK
Pyongyang, July 12 (KCNA) -- The DPRK government has paid deep attention to the marine affairs.
Since the formation of the Integrated Coastal Management system, the environment and pollution of the seas have been regularly observed and relevant measures taken, making it possible to protect and manage the marine environments in a better way.
Positive efforts for the sustainable development and utilization of marine resources have been exerted to register successes.
Industrialized sea-fish breeding and mariculture farms are being built to suit the ocean geographical conditions.
The Sinchang Offshore Farm and other farms have arranged kelp nurseries in the places the water of which has high transparency and where nutritious salts are abundant, with the result that they are producing a large amount of kelp.
They are steadily increasing marine resources such as sea cucumber, sea urchin and shell-fish and are preventing pollution by cultivating seaweed in scallop farms.
Various systems including a marine ecological environmental observation system, alarm system for prevention of tsunami damage and red tide forecasting system have been introduced into the farms, greatly paying off.
Meanwhile, marine science and technology presentation meetings, film shows on marine expedition and development and collection of sea animals and plants have been organized in the DPRK on the occasion of the "Day of Sea" (July 12) and the "Months of Sea" (July and August) every year to widely disseminate marine scientific and technical knowledge among the working people.

Massacre of Civilians by S. Korean Army and Police Ascertained
Pyongyang, July 13 (KCNA) -- The south Korean Committee for Settling the Past History for Truth and Reconciliation on July 10 ascertained the fact that the south Korean puppet army and police massacred civilians during the last Korean war.
The committee pointed out that the field investigation into the massacre based on testimonies and other data proved that 457 civilians were killed in eight townships and sub-counties in Uljin, North Kyongsang Province, Haenam in South Jolla Province, Phyongthaek in Kyonggi Province and other places.
It proved that the then puppet army and police indiscriminately killed the innocent people under the absurd charges that "they held official posts and joined some organizations in the areas liberated by the KPA, came late when the south Korean army issued the order of call, put on military shoes of the People's Army, etc."
These are the crimes against humanity, the committee said, urging the authorities to make an official apology to the bereaved families of the victims and compensate to them who have suffered pains and discrimination.
64th Candlelight Action against Beef Import Held in S. Korea
Pyongyang, July 12 (KCNA) -- The 64th candlelight action against the import of American beef was held in Seoul on July 10 under the sponsorship of the Citizens' Society for Protecting Candlelight.
The action started when civic and public organizations including the Professors Union and the Federation of Health and Medical Organizations called a press conference in Jongro.
At the press conference the organizations charged that the "government" is practicing violence against the participants in the candlelight rallies and investigating Netizens by mobilizing prosecutors to crack down upon the candlelight actions in every way.
They urged the "government" to stop the unwarranted act of quelling the people's mind-set and opt for total renegotiations on the beef import with the U.S.
The conference was followed by a candlelight rally at which speakers declared that they would continue fighting until the "government" has knelt down before the people.
At the end of the rally the participants held a demonstration march, valiantly fighting against the policemen hell-bent on suppressing them at the instruction of the security authorities.
Candlelight Struggle Unabated in S. Korea
Pyongyang, July 12 (KCNA) -- Those on the want list including Room Chief Pak Won Sok of the People's Measure Council against the Total Opening of south Korean Markets to American Beef have been on a sit-in strike inside tents in Seoul for the last several consecutive days, according to MBC of south Korea on July 10.
They condemned the "government" for running wild to put down the candlelight struggle as evidenced by the search operation conducted against the office of the council and confiscation of papers and arrest of its core members.
They urged the "government" to accept the people's demands and immediately opt for total renegotiations with the U.S. on beef import.
They declared they would carry on the candlelight meeting at Jogye Temple everyday till the people's demands are met.
According to KBS of south Korea, they said the Buddhist circle of south Korea would reorganize "the Committee for Promoting the Mass on the Situation" into a permanent organization and launch positive activities.
The committee in a statement on July 8 said that the Buddhists would launch a 1 000-day candlelight struggle braving the crackdown by the Lee Myung Bak "government."
Release of Pro-Reunification Patriotic Youth Urged
Pyongyang, July 12 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification in a statement on July 9 strongly called for stop to the suppression of Yun Ki Jin, chairman of the headquarters, and his immediate release.
The statement recalled that the 7th public trial of Yun was held at the Seoul Central District Court on July 4.
Accusing the authorities of even producing a letter written by him in prison and the pocket-book which they seized from him when walking him off as evidence in a bid to bring a charge against him at any cost at the trial, the statement held that the letter and the pocket-book reflect his conscience, faith and ideology.
However, the authorities, not content with keeping him in custody on the charge of violation of the "National Security Law", took issue with them, the statement noted, adding that this is nothing but a tyrannical action of infringing upon the freedom of thinking and conscience.
There is no ground for the authorities to arrest and detain Yun in the June 15 era of reunification, the statement held, demanding the authorities stop suppressing the freedom of thinking and conscience and immediately set free the pro-reunification patriotic young man without any condition.
Lee Myung Bak's "Policy Speech" under Fire
Pyongyang, July 13 (KCNA) -- A "policy speech" made by traitor Lee Myung Bak of south Korea at the "opening ceremony of the 18th term National Assembly" was an intolerable insult and mockery of the Korean nation and the public at home and abroad aspiring after the improved inter-Korean relations.

Traitor Lee's "policy speech" fully revealed his stance against reunification and for confrontation, it says, and goes on:
In the speech he again raised the "theory of giving priority to the nuclear issue", saying that he would give top priority to the denuclearization of the north and the settlement of the nuclear issue of the north is an urgent task. He has become all the more desperate, blustering that he makes it clear once again.
What should not be overlooked is that he failed to clarify his stand on the historic June 15 joint declaration and the October 4 declaration but glossed over them by combining them with other agreements reached between the north and the south in the past.
The traitor talked about the necessity to advance toward the "era of practice going beyond the era of declaration" and "fresh thinking and orientation." Struggle against American Beef Import Unabated in S. Korea
Pyongyang, July 13 (KCNA) -- The struggle against the import of American beef is going on in south Korea.
The 65th candlelight rally was held in Seoul on July 11 under the co-sponsorship of the south Korean Confederation of Trade Unions and the Common Action of Men of Culture and Artistes with Candlelight of south Korea.
It was attended by more than 3,000 members of trade unions, men of culture and artistes, members of civic and public organizations, school youth and children and citizens from all walks of life.
Speeches were made there.
Then followed a performance given by the men of culture and artistes opposing the American beef import and denouncing the suppression of the candlelight struggle by traitor Lee Myung Bak.
The KCTU held "a meeting for smashing the suppression by public security authorities, opposing import of mad cattle and denouncing the Lee's regime" at the plaza of Seoul Railway Station with more than 1,000 trade union members affiliated with it attending on the same day.
The speakers including Ri Sok Haeng, chairman of the KCTU, stressed that the KCTU together with the citizens will struggle to the last to realize the demand of the people.
At the end of the meeting the participants of the rally marched along the streets as far as Chonggye Plaza, the venue of the 65th candlelight rally.
Pae Sam Yong, chief of a branch of the "Central Council of the Alliance of Agricultural Organizations" under the Office Clerks Union of south Korea, staged a demonstration opposing the import of American beef and discrimination against part-time workers and the branch held a press conference in demand of the stop to the suppression of the trade unions and the discrimination against part-time workers on the same day.
S. Korean Puppet Military Authorities' Moves to Introduce Early Warning Radar under Fire
Pyongyang, July 13 (KCNA) -- The People for Achieving Peace and Reunification of south Korea called a press conference in Seoul on July 9 at which it demanded the puppet military authorities stop the moves for introducing an early warning radar for the building of the missile defense system.
The organization disclosed the military authorities' discussion on the issue of introducing the early warning radar necessary for the MD system by 2012 at a "defence affairs promotion committee" on June 26.
It said that the U.S.-made radar can detect objects as far as 1,800 kms and its deployment in south Korea was the long-cherished ambition of the U.S. in its bid to build a worldwide ballistic missile monitoring network.
Its realization will spur the U.S. moves to build the MD, beclouding the prospect of achieving peace on the Korean Peninsula and the rest of Northeast Asia, the organization held.
Noting that the introduction of the radar will force south Korea to get embroiled in arms race, the organization called for an immediate stop to the moves for introducing the above-said radar.
Kim Il Sung Remembered in Different Countries
Pyongyang, July 12 (KCNA) -- Meetings to remember President Kim Il Sung took place in Cambodia, Guinea and Indonesia from July 1 to 7 on the occasion of the 14th anniversary of his demise.
The deputy prime minister in charge of the Royal Palace of Cambodia said at the meeting that President Kim Il Sung was the great man and benefactor to be always remembered as he not only built the DPRK into a socialist power but supported the Cambodian people's struggle for national salvation both materially and morally.
The Great King Sihanouk and King Sihamoni, always telling about the President, underscored the need to boost the fraternal friendly and cooperative relations between the peoples of the two countries generation after generation, the deputy prime minister noted, adding that the Cambodian government and people would make all efforts to steadily develop the friendly and cooperative relations between the two countries on good terms.

Kim Il Sung's Exploits Praised in Foreign Countries
Pyongyang, July 12 (KCNA) -- The Paektusan Czech|Korean Friendship Association issued a special information bulletin on July 6 on the occasion of the 14th anniversary of demise of President Kim Il Sung and the 55th anniversary of the victory in the Fatherland Liberation War.
The bulletin in an article titled "Maxim of President Kim Il Sung" said that the President, believing in the people and relying on them all his life, made sure that the line and policies representing the people's desire and wishes were shaped and the popular masses' interests and convenience were given primary consideration when building any factory and city, adding that his loving care reached every nook and corner of the country.

Pyongyang, July 13 (KCNA) -- Joint meetings to remember President Kim Il Sung were held by political parties and organizations in Bangladesh and India and meetings to remember him in Cambodia, Nepal and Switzerland between July 5 and 7 on the occasion of the 14th anniversary of his demise.
Displayed at the venues of the meetings were reminiscences of the President "With the Century", famous works of the peerless great men, photos showing their undying feats and books and pictures introducing Songun Korea.

July 4 Joint Statement Supported
Pyongyang, July 13 (KCNA) -- The Arab Committee for Solidarity with Korean People and Supporting the Reunification of Korea headquartered in Jordan issued a statement on July 8 to support the July 4 joint statement.
The statement noted that the publication of the July 4 joint statement 36 years ago in which the three principles of national reunification--independence, peaceful reunification and great unity of the nation--are clarified marked the first breakthrough in the frozen relations between the north and south of Korea which lasted for several decades and a historical event that materialized the slogan for national reunification.
It mentioned that the three principles are the precious fruition of the wisdom and foresight of President Kim Il Sung who enjoys immortality and serve as the programme for Korea's reunification.
It stressed that General Secretary Kim Jong Il formulated the three principles for national reunification, the ten-point programme of the great unity of the whole nation and the proposal for founding the Democratic Federal Republic of Koryo set forth by the President as the three charters for national reunification and inspired the Korean people to the drive to carry them out.
The June 15 North-South Joint Declaration serves as the landmark for reunification of Korea which confirmed the justice of the Juche idea and the Songun idea in the new century and the October 4 declaration an action programme which can be realized by dint of the powerful might of Songun, it said.
The statement expressed the full support and solidarity with the government and the people of the DPRK struggling for the independent reunification under the banner of "By our nation itself".

Kim Jong Il inspecciona la Unidad No. 895 del EPC
Pyongyang, 11 de julio (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea inspecciono la Unidad No. 895 del EPC, laureada con el titulo del Septimo Regimiento de O Jung Hup.
Luego de ver los ejercicios de los militares el Comandante Supremo se mostro satisfecho de que los uniformados de la unidad crecen como valientes soldados capaces de pelear uno contra cien enemigos realizando con vigor los ejercicios sin secar sus uniformes mojados del sudor bajo la decision de acoger con los exitos de ejercicios militares y politicos el 60 aniversario de la fundacion de la RPDC y presento las tareas que se presentan para fortalecer mas la combatividad de la unidad.
Senalo que la primera tarea revolucionaria del militar es hacer bien los ejercicios y preciso que han de concentrar todas las fuerzas en el fortalecimiento del entrenamiento.
Durante el recorrido por la casa de militares, la biblioteca y otras instalaciones culturales y educativas el Dirigente se entero de los detalles del estado de realizacion de la labor politica sobre los militares y evaluo que la unidad arreglo bien bases culturales y educativas y realizo novedosamente la labor ideo-politica valiendose de varias formas y metodos para formar a los uniformados como heroes de nuevo siglo.
Tras ver los datos de episodios hermosos de camaraderia que se ponen de pleno manifiesto entre los oficiales y soldados de la unidad, dijo que es invencible la colectividad unida por la camaraderia, la fila compactamente unida como un haz basandose en la camaraderia.
Recorriendo por el recinto del cuartel rodeado del bosque frondoso hizo conocimiento del estado de la plantacion de arboles.
Se mostro muy satisfecho de que los militares de la unidad, unidos monoliticamente, realizaron magnificamente la creacion de bosques en el recinto y el contorno de cuartel y evaluo altamente sus meritos.
Ahora la sociedad, al aprender el modelo del ejercito, se levanto como un solo hombre en la repoblacion forestal con el extraordinario entusiasmo, agrego y enseno que todo el ejercito y todo el pueblo, movilizados, deben hacer mas verde la patria y convertirla en un paraiso del pueblo hermoso y confortable para vivir.
Acto seguido, recorrio la sala de educacion, el dormitorio, el comedor, el bano, el deposito de alimentos subsidiarios y otros lugares prestando profunda atencion a la labor y la vida de los militares.
Estuvo muy complacido de que la unidad acondiciono comodamente a la vida de los soldados las instalaciones de intendencia y evaluo sus estilos de vida esmerados y hacendosos.
El Dirigente dio como recuerdo binoculos, ametralladora y fusil automatico a los militares de la unidad y se fotografio junto a estos.

Kim Jong Il inspecciona la Unidad No. 280 del EPC
Pyongyang, 12 de julio (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea, inspecciono la Unidad No. 280 del EPC.
Al recorrer la sala de presentacion del historial guiado por el jefe de la unidad, el Comandante Supremo evaluo altamente los orgullosos meritos realizados en el pasado por ella destacando que esta unidad incrementada y fortalecida como filas combativas capaces de pelear a solas contra cien enemigos vino manifestando sin reservas el impetu heroico del EPC en la defensa de la patria y la construccion socialista bajo la sabia direccion y atencion del partido y el Lider.
En el aula de leccion militar averiguo como marchan los ejercicios de los oficiales de mando.
Muy satisfecho de que mediante los ejercicios sustanciales para elevar la capacidad de mando de operaciones, la unidad forma a todos los oficiales como aguerridos combatientes con alta capacidad organizativa y de mando de operaciones y combates que pueden organizar y comandar diestramente cualesquier misiones dificiles de la guerra moderna, presento las tareas para fortalecer la combatividad de la unidad.
Tras cerciorarse del estado de cumplimiento de guardia y de conservacion de los medios tecnicos de combate por parte de la unidad, elogio a los oficiales y soldados que cumplen la guardia observando con aguda vigilancia cada movimiento de los enemigos y cuidan como las ninas de sus ojos las armas de la revolucion.
Recorriendo la casa de los militares, la biblioteca y otras instalaciones de cultura y educacion, hizo conocimiento del estado de la labor politica a los militares.
Se puso muy contento de que al realizar a buen ritmo la labor de educacion politico-ideologica con variados datos educativos, la unidad convierte a los militares en los fuertes en ideologia y fe con invariable conviccion y obligacion moral hacia el Partido y el Lider.
Destaco que la ideologia del Juche es la bandera combativa que el ejercito popular debe levantar en alto en todos los tiempos.
Acto seguido, recorrio el dormitorio, el comedor, el bano, el deposito de alimentos subsidiarios y otras facilidades de intendencia prestando profunda atencion a la vida de los militares.
Luego de disfrutar la funcion artistica de los uniformados de una compania subordinada a la unidad, el Dirigente se alegro mucho de que ellos viven de modo revolucionario llenos de optimismo y alegria y evaluo altamente sus exitos de funcion.

RPDC demanda al Sur de Corea pedir disculpas por accidente en Kumgang
Pyongyang, 12 de julio (ATCC) -- En relacion con la muerte de un turista surcoreano en el monte Kumgang, el portavoz de la Direccion de Desarrollo Integral de Lugares Famosos publico este sabado la siguiente declaracion:
A eso de las 4 y 50 de la madrugada del dia 11, murio un turista surcoreano al monte Kumgang por el tiro de un uniformado de nuestro pais.
Estamos lamentando lo ocurrido.
La causa del accidente esta en que el turista surcoreano entro ilegalmente en la zona de control militar de nuestra parte a las afueras de la cerca tras salir del area turistica.
Especificamente, el traspaso de madrugada la cerca de alerta claramente senalada y se infiltro solo hasta en lo profundo de la zona de control militar mojando su zapato.
Nuestro militar lo distinguio y ordeno "alto" al turista que comenzo a darse a la fuga sin obedecer.
Aunque el uniformado exigio repetidamente el paro tirando hasta las balas de fogueo, el intruso siguio huyendo, lo que obligo al primero a dispararle.
La responsabilidad por este caso recae enteramente sobre la parte surcoreana.
Esta debe responsabilizarse debidamente por el respecto, pedir disculpas a nuestra parte en claros terminos y tomar las medidas para prevenir la repeticion de semejantes accidentes.
Sin embargo, las autoridades surcoreanas decidieron unilateralmente la suspension temporal del turismo al monte Kumgang, lo cual deviene un desafio e intolerable insulto a nuestra parte.
Nuestro pais tomara la medida de no aceptar a los turistas surcoreanos hasta cuando la parte surcoreana haga lo demandado arriba.
Dado que son evidentes las circunstancias del accidente y ya se llevo a cabo la averiguacion en el terreno con los funcionarios de la parte de Hyundai en el momento del suceso, no podemos permitir la peticion de la parte surcoreana de enviar a nuestro pais a un grupo de investigacion.
64a lucha con velas encendidas en Sur de Corea
Pyongyang, 12 de julio (ATCC) -- Tuvo lugar el dia 10 en Seul la 64a lucha con velas encendidas contra la importacion de la carne de res norteamericana bajo el auspicio de la "Reunion de los ciudadanos por defender las velas".
La lucha fue iniciada en Jongro con la entrevista de prensa del "Sindicato nacional de profesores", la Alianza de organizaciones de salud publica y medicos y otras entidades sociales y civiles.
En la ocasion las entidades condenaron el "gobierno" que ejerce la violencia sobre los participantes en mitines con velas encendidas y reprime de todas maneras la lucha arriba mencionada intensificando la investigacion de fiscalia a las internautas.
Demandaron que el "gobierno" ponga fin a la injusta represion tendente a oprimir la opinion publica de la poblacion e inicie nueva negociacion con EE.UU. sobre la importacion de la carne de res.
En el mitin con velas encendidas seguido por la rueda de prensa los oradores senalaron que no suspenderan la lucha hasta que el "gobierno" se ponga de rodillas ante los habitantes surcoreanos.
Terminado el mitin, los participantes emprendieron la marcha de manifestacion desplegando la energica lucha contra los policias que recurren con frenesi a la represion segun la orden de las autoridades de seguridad publica.
