Yang Hyong Sop, alternate member of the Political Bureau of the Central Committee of the Workers' Party of Korea and vice-president of the Presidium of the Supreme People's Assembly, in his report said that the historic October 4 declaration is action guidelines and a programme for implementing the June 15 joint declaration as the above-said historic declaration comprehensively indicates overall ways for developing the inter-Korean relations, achieving peace on the Korean Peninsula, co-prosperity of the nation and the country's reunification, guided by the main spirit of the June 15 joint declaration.

He stressed that the adoption of the October 4 declaration which fully reflects the desire and wishes of the nation made it possible for the north and the south to expand and develop the economic cooperation for the balanced development of the Korean nation's economy and co-prosperity on the principle of common interests and co-prosperity and mutual accommodation and positively conduct multi-faced cooperation for glorifying the time-honored history and advantageous culture of the nation.

He referred to the fact that General Secretary Kim Jong Il has wisely steered the patriotic movement of all Koreans for reunification to implement the October 4 declaration with his tireless energetic leadership.

The reporter called on all the Koreans in the north and the south and overseas to set store by and consolidate the good results gained through the implementation of the June 15 joint declaration and the October 4 declaration and hold higher the banner of "By our nation itself."

He also underlined the need for the Koreans of all strata in the north and the south and overseas to strongly reject the servile sycophantic and treacherous acts of the south Korean conservative ruling forces and their confrontational moves against the nation and reunification and decisively frustrate all sorts of interference and arbitrary practices of foreign forces.

He called for expanding and strengthening All-Korean Committee for Implementation of June 15 Joint Declaration, a solidarity organization for nationwide reunification movement grouping different political parties and organizations and figures at home and abroad, and boosting the solidarity among Koreans in the north and the south and overseas.

He underlined the need for all of them to positively support the independent politics of attaching importance to the nation, Songun politics and intensify the nationwide struggle for independent reunification and peace and prosperity of the country.
