Noting that the reunification of Korea is an urgent issue in the world politics today, the statement said that the proposal set forth by President Kim Il Sung on Oct. 10, 1980 comprehensively clarifies the principle and ways for founding a federal state, duties of federal government and regional governments and corelations between them, name and character of the federal state and the 10-point policy of the federal state and others.

The statement referred to the fact that the north and the south recognized that the north-proposed low-level federation and the south-proposed confederation for the reunification of the country have things in common with each other and agreed to promote reunification in this direction in the future in the historic June 15 joint declaration in 2000, adding that this stand was reconfirmed in the October 4 declaration in 2007.

The statement called upon the political parties and organizations in different countries of the world to give wide publicity to the proposal for the DFRK and positively support and hail it.

Meanwhile, the Institute for Foreign Policy Studies, the Council for History Studies, the Institute for Public Management and the Council for World Studies in India in a joint statement issued on Oct. 13 on the occasion of the first anniversary of the publication of the historic October 4 declaration noted that the Indian people hope that the declaration would be sincerely implemented and the independent and peaceful reunification of Korea be achieved as early as possible.
