The appeal made public at the rally deplored that though civic and public bodies have held Friday rallies in front of the U.S. embassy in Seoul, chanting slogans calling for actions against the U.S. and war and for the withdrawal of the U.S. forces since 2003, the U.S. is still persisting in its moves to unleash a war of aggression against the north and GIs' crimes are reported in an unbroken chain on this land.
The appeal also accused the U.S. of upgrading the "CONPLAN 5029", the scenario to invade the north, into an "OPLAN" under the pretext of coping with the "contingency in the north" and staging the Hoguk exercises, the large-scale war maneuvers aimed at invading it, in all parts of south Korea.
The life and security of the south Korean people are being seriously threatened by the U.S. moves to mount a preemptive attack on the north and rampant GIs' crimes, the appeal noted, and continued:
The reality clearly proves that the U.S. forces present in south Korea are no more than a cancer-like entity as they escalate the tensions on the Korean Peninsula and bring about a war and in order to establish a genuine peace-keeping mechanism on the Korean Peninsula it is necessary to force the U.S. forces to withdraw from south Korea.
It is necessary to carve out the future of a reunified country by the concerted efforts of the Koreans, the appeal said, urging all the people to vigorously turn out in the struggle against the U.S. and war and for the pullback of the U.S. forces from south Korea in order to drive the U.S. troops out of south Korea and achieve peace and prosperity.
