Pyongyang, November 18 (KCNA) -- The U.S. and the south Korean puppets at the recent 40th meeting of the south Korea-U.S. "annual security consultative council" made public agreements on the issue of strengthening the "joint defence posture," while crying out for making preparations to cope with somebody's "emergency situation", and the issues of providing a U.S. "nuclear umbrella" and rapidly deploying reinforcements of the U.S. forces in "contingency" on the Korean Peninsula, boosting the war capability of the puppet armed forces and handing over the reserve war materiel of the U.S. forces stockpiled in south Korea to it.
Minju Joson Tuesday observes in a signed commentary in this regard:
This is, in essence, little short of an open declaration of the U.S. intention to instigate the south Korean puppet forces to perpetrate large-scale armed provocations against the DPRK and get its forces directly involved in them in a bid to establish its military domination over the whole of Korea.
The U.S. forces got frantic in strengthening the "joint defence posture" by hurling even its marines into the recent military exercises of the south Korean puppets staged under the codename of Hoguk. This suggests that the U.S. began fulfilling its military commitments made to south Korea.
The U.S. and the south Korean puppets adopted "preemptive attack" as a basic mode of attack on the DPRK and are now getting frantic in the moves to "boost the capability" for putting the scenario into practice and hasten the preparations for it.
A particular mention should be made of the fact that the U.S. has upgraded "CONPLAN 5029," a scenario for a war of aggression on the DPRK which had symbolically existed, into "OPLAN 5029," a scenario for an actual war, under the pretext of "coping with an emergency situation in the north" and staged various forms of war exercises to steadily meet its requirements.
This clearly indicates that the U.S. has no will to peacefully co-exist with the DPRK but is watching for a chance to stifle the latter by force of arms at any cost although it pays lip-service to "dialogue" and "detente."
As the U.S. and the south Korean puppets have brought their posture to stand in confrontation with the DPRK into bolder relief, zealously pursuant to the policy to stifle it by force of arms, the DPRK is left with no option but to strongly react to their moves.
The DPRK is ready to exercise its legitimate sovereign right, not bound to anything.
The DPRK makes it clear that the U.S. and the south Korean puppets will be held accountable for all the ensuing consequences.
