The bulletin edited an article titled "Kim Jong Il, supreme commander of the KPA, and the cause of Songun" illustrated with a photograph of him inspecting a KPA unit.

The article said that the past 17 years were a period of a turn in which the DPRK has won victories in the battle to defend socialism and paved a wide avenue for building a great prosperous powerful nation and during which Kim Jong Il's outstanding leadership ability as a master of politics and military affairs has been fully demonstrated.

It praised Kim Jong Il for having trained the KPA as an invincible army fully prepared politically and ideologically and in military technique by paying primary attention to increasing the military capability.

The astonishing successes made in the DPRK are the precious fruition of the outstanding leadership ability of Kim Jong Il who has led the army and people along the road of victory with his rare wisdom and insight and matchless grit and iron will, pursuant to the line of giving importance to the military affairs, stressed the bulletin.
