The successful putting of Kwangmyongsong-2 into its orbit in space is a great exploit that could be achieved only by you and a great auspicious event which demonstrated all over the world the might of Songun Korea, a political and military power, rapidly advancing towards the eminence of an economic power by scaling the goal of ultra-modern space science and technology, the message said, and continued:

We cannot forget August 31, 1998 during the "Arduous March" when the DPRK successfully launched Kwangmyongsong-1, brilliantly decorating the 50th founding anniversary of the DPRK as a great festival of victors. The successful putting of Kwangmyongsong-2 into its orbit represents a great victory of the Songun leadership of you turning the DPRK into a scientific and technological power.

The message expressed the will of the officials of Chongryon and other Koreans in Japan to more dynamically advance with redoubled courage along the road of patriotism with the exceptionally high national dignity and pride of being overseas citizens of the DPRK, the homeland of Juche, bestowed upon them by Kim Jong Il.
