Present at the ceremony were Kim Yong Jin, minister of Education, Kung Sok Ung, vice-minister of Foreign Affairs, and teachers and students of the university.

Sergei Viktorovich Lavrov, foreign minister of the Russian Federation, and his party and Valery Sukhinin, Russian ambassador to the DPRK, were on hand.

Speeches were made there.

The participants looked round the centre and appreciated an art performance given by students.
