He said:

The serious fluctuation of food and oil prices and climatic change at present as well as the deepening financial crisis are creating difficulties in the way of achieving economic and social development and attaining the millennium target of development in this region.

It is essential for each country to decisively boost the grain production on the principle of self-sufficiency in view of the present most serious food crisis in an effort to meet its domestic need for food by itself and increase the regional efforts for the sustainable development of agriculture in developing countries.

It is necessary for the developed countries to faithfully fulfill their duties to reduce the emissions of greenhouse gas, make investment in developing countries, transfer technologies to them without any condition and remove artificial barriers in the way of trade of those countries in order to meet the challenge of climatic change and its threat and weather energy crisis.

He stressed that all policies and work should be oriented to achieving the sustainable development and attaining the millennium target of development and to this end the above-said commission should play an important role as a coordinator.

He noted that the DPRK is bringing about signal innovations in all fields of the national economy and focusing and mobilizing all efforts for farming in a vigorous endeavor to solve the food scarcity by itself under the wise leadership of Kim Jong Il.
