KCNA Warns Japan Not to Go Reckless

Pyongyang, May 8 (KCNA) -- Very ill-boding is the call for the "possession of offensive capability" frequently heard from Japan now. The recent talkfest for working out "new defence program outlines", sponsored by the Aso government, dealt mainly with the issue of examining Japan's "possession of capability for attacking enemy bases" simulating a "preemptive attack" on the DPRK. There former Prime Minister Abe and dietmen of both houses from the Liberal Democratic Party asserted that "it is necessary to hold discussion on the exercise of the right to collective self-defence and possession of the capability for attacking enemy bases," "Japan's possession of such capability is not in contravention of constitution if it is within the scope of the right to self-defence" and "the time is mature for taking into consideration the attack on enemy bases." Timed to coincide with this, Deputy Chief Cabinet Secretary Konoike on May 3 blustered the need to revise Article 9 of Japan's constitution so as to stipulate the existence of the "Self-Defence Forces". Such actions show that the Japanese reactionaries' anti-DPRK moves are being intensified to stage a comeback to the Korean Peninsula with the present situation there as a good opportunity. The Japanese reactionaries unreasonably designated the DPRK's satellite launching ground for peaceful purposes as a target of "enemy bases to be attacked." This is lashing the army and people of the DPRK into a great fury. Japan is now getting evermore pronounced in the hostile moves against the DPRK while misinterpreting the DPRK's satellite launch as a "missile launch." The Japanese reactionaries are whipping up war hysteria, planning wartime actual maneuvers of the SDF and examining their alert posture as if they had waited for the opportunity to happen. They have thrown off the signboard of "defence" to get themselves ready for mounting practical "attack." The theory of "attacking enemy bases" touted by them is just the theory of a war for staging a comeback to Korea. The completion of "emergency legislation" for prompt and efficient "counteraction" in case of "emergency in areas surrounding Japan" with the main stress laid on "event of contingency in the Korean Peninsula," the formation and deployment of SDF combat units and frequent military exercises of the SDF in the sea east of Korea are all part of the preparations for reinvasion of Korea. The Japanese militarists' scheme to realize their ambition for reinvasion by way of reckless preemptive attack started long ago. Japan already conducted "mock preemptive attack" in the 1990s under the pretext of "countering missile attack" from the DPRK. The then Japan Defence Agency increased attack capability after confirming ASDF's ability of collecting information and carrying out an electronic warfare through it. The Japanese reactionaries' undisguised "theory about attack on enemy bases" proves the danger of their attempt at reinvasion in practice. The Japan Defence Ministry recently worked out "basic policy for development and use of outer space" and included in it an article stipulating that Japan shall kick off researches into the development of early warning satellite capable of immediately detecting "enemy state's" ballistic missile launch. This is an extension of such reinvasion scheme. "Missile launch" and "threat to regional security" much touted by Japan are nothing but a trick to cover up its aggression design. As already clarified more than once, there is nothing questionable in the DPRK's space activities for peaceful purposes as they are part of the worldwide efforts to explore space. It is, therefore, illogical for Japan to talk about "attack." The DPRK's missile program does never pose any threat to those countries which are not hostile toward the DPRK because it is a self-defensive measure to protect the security of the country. If Japan continues acting rashly to dare infringe upon the dignity of the DPRK and its people in disregard of the said stand, it will meet only merciless punishment. |
