The statement branded the Lee regime's official declaration of south Korea's full participation in the PSI under the pretext of the north's underground nuclear test as an act of pushing the inter-Korean relations to total collapse and bringing the dark clouds of a war.

Noting that south Korea's full participation in the PSI is, in fact, little short of infringing upon the sovereignty of the north, the statement declared that the Lee's policy of confrontation would bring only a horrible disaster to the nation as he is acting a servant for the U.S., unhesitatingly contemplating even a military conflict, not content with bringing the inter-Korean relations to collapse.

The statement resolutely demanded the Lee "government" retract the decision to fully participate in the PSI, a threat to peace on the Korean Peninsula, and implement the June 15 joint declaration and the October 4 declaration.
