39 figures from all walks of life including Vladimir Tolstikov, chairman of the Russian Association for Friendship and Cultural Cooperation with the DPRK, Nina Andreyeva, general secretary of the Central Committee of the All-Union Communist Party of Bolsheviks, Sazhi Umalatova, chairperson of the Political Coordinating Council "Patriots of Russia" Party, Dmitri Yazov, former minister of Defence of the Soviet Union, were elected co-chairmen of the preparatory committee.

The preparatory committee decided to publish works of President Kim Il Sung and hold such colorful political and cultural events as a meeting, remembrance meeting, seminar and photo exhibition and film show.
