The work, published on August 28, Juche 92 (2003), clarifies the idea that the line of giving priority to the development to the defence industry while simultaneously developing light industry and agriculture is a strategic line of socialist economic construction to be consistently held fast to in the era of Songun and a line of economic construction which provides a firm material and economic guarantee for ensuring the WPK's Songun revolutionary leadership and implementing its Songun politics.

The past six years since the publication of the work are the stirring years in which historic changes have taken place in all fields of the Korean revolution and construction, the article says, and goes on:

Under the WPK's Songun leadership the People's Army has been developed into the invincible revolutionary army of Mt. Paektu and powerful nuclear deterrent for self-defence built to provide a sure guarantee for defending the dignity and sovereignty of the country and building a great prosperous and powerful nation under any complicated situation and hard conditions.

The priority sectors and basic industrial fields of the national economy including metal, power and coal industries and railway transport have been reenergized, many monumental structures such as the Wonsan Youth Power Station and the Paekma-Cholsan Waterway sprang up in different parts of the country and a firm guarantee was provided for bringing about a decisive turn in improving the standard of people's living through radical changes in light industry and agriculture.

The WPK's line of socialist economic construction in the era of Songun serves as great patriotic line of economic construction as it helps the DPRK throw its rays as a thriving nation in the 21st century to be envied by the world.
