Present at the ceremony were Chang Ung, president of the International Taekwon-Do Federation who is chairman of the International Martial Arts Games Committee, Leong Wai Meng, vice-president of the federation and secretary general of the committee, members of the executive committee, delegates of various countries and regions, Hwang Pong Yong, chairman of the Korean Taekwon-Do Committee who is also chairman of the Korean Martial Arts Federation, officials concerned and working people and school youth and children in Pyongyang.

Sok Min Chol, vice-chairman of the executive committee of IMAGC, addressing the ceremony, stressed the need for all martial arts practitioners under the IMAGC to discharge their responsibility and role in making a new human history, independent, peaceful and prosperous, in firm unity.

Martial arts players lighted the flame holder and then followed a dancing party of youth and students in Pyongyang in the plaza lit by the flame.
