It was signed by Ri Ryong Nam, minister of Foreign Trade who is heading the DPRK government economic delegation, and Fidel Figueroa de la Paz, minister of Construction of Cuba.

Meanwhile, a protocol on the 28th meeting of the Inter-governmental Economic, Scientific and Technological Consultative Committee between the DPRK and Cuba and a protocol on the principle for assessing and fixing prices in the period from 2010 to 2015 between the Ministry of Foreign Trade of the DPRK and the Ministry of Trade and Foreign Investment of Cuba were signed on the same day.
