The publication of the October 4 declaration provided a political foundation for pushing forward the independent reunification and the building of a reunified power in the spirit of "By our nation itself" clarified in the June 15 joint declaration and a realistic proposal for building military confidence between the south and the north, the statement noted.

The implementation of the south-north declarations is very important for paving the way for improving the inter-Korean relations at present, the statement said, adding that only when the October 4 declaration is implemented, it is possible to achieve lasting peace on the Korean Peninsula and its independent reunification.

The statement stressed that no force can quell the 70 million Koreans' desire for independent reunification and it is the mission of the Korean nation and the true need of history to thoroughly implement the June 15 joint declaration and the October 4 declaration.

No progress can be expected in the inter-Korean relations without the implementation of the said declarations and any move to scrap them is bound to face the judgment by all the Koreans and history, it concluded.
