The main idea of the October 4 declaration is to independently solve the issue of national reunification in line with the common wishes and interests of the nation and develop the inter-Korean relations in the direction of achieving reunification.

The attraction and vitality of the declaration has been fully proved in the course of the Koreans' struggle for national reunification over the past two years.

The Koreans hailed the historic October 4 declaration as a banner encouraging them in their efforts for the independent development and reunification of the nation and a programme for implementing the June 15 joint declaration in all fields and have waged a dynamic struggle for implementing it. In this course they have firmly grasped the truth that the dignity and sovereignty of the nation and peaceful reunification can be achieved only when they positively support and earnestly implement the inter-Korean declarations.

All Koreans in the north and the south and overseas should set store by and consolidate the successes and experience gained in the course of the struggle for implementing the June 15 joint declaration and the October 4 declaration and thus turn the inter-Korean relations into those of doing everything in the spirit of "By our nation itself" and those of reconciliation and cooperation in the true sense of the words.
