Present at the signing ceremony from the DPRK side were Hong Son Ok, vice-chairwoman of the Korean Committee for Cultural Relations with Foreign Countries who is chairwoman of the DPRK-Russia Friendship Association, Ri Il Sop, chairman of the Wonsan City People's Committee, and officials concerned and from the Russian side the Vladivostok City delegation of the Russian Federation led by Mayor Igor Pushkarev and Alexander Matsegora, minister-councilor of the Russian embassy here.
