The declaration clearly indicates tasks and ways to settle all issues arising in developing the inter-Korean relations and achieving lasting peace of the country and common prosperity of the nation, guided by the idea of "By our nation itself," thus serving as a practical programme showing a shortcut to independent reunification, peace and prosperity. Herein lies the significance of the declaration.

The validity and vitality of the declaration have been fully demonstrated through the movement for national reunification over the last two years since its publication.

National reconciliation and cooperation and the development of the inter-Korean relations would be unthinkable without the historic October 4 declaration. The north and the south should uphold the declaration as a great programme for reunification common to the nation and strive to turn the inter-Korean relations into those based on the spirit of "By our nation itself", those of reconciliation and cooperation on its basis in name and reality.

The present June 15 era of reunification requires bold implementation of the October 4 declaration. All Koreans who desire independent national reunification and peace and prosperity should turn out as one in the actions to fully support the declaration and sincerely implement it regardless of their residence and occupation and ideas and social system.

All Koreans are now dynamically turning out in the struggle to implement the declaration, a patriotic programme for reunification, convinced that the cause of national reunification will make great progress and there will appear a peaceful and prosperous reunified power on this land when the declaration is successfully implemented.

No force on earth can hold in check the struggle of the Koreans to achieve independent reunification, peace and prosperity by defending and implementing the inter-Korean declarations through their concerted efforts, concludes the article.
