Kim Il Sung provided the national meeting of sportsmen on November 4, Juche 58 (1969) and published the work. The work comprehensively elucidates the significance and importance of physical culture and sports in the revolution and construction and the orientation of developing them on a new high stage as required by the developing reality and ways to do so.

Present at the meeting were Kim Jung Rin, secretary of the Central Committee of the Workers' Party of Korea, Kwak Pom Gi, vice-premier of the Cabinet, Pak Hak Son, chairman of the Korean Physical Culture and Sports Guidance Commission, officials concerned and sportsmen and working people in Pyongyang.

Kwak Pom Gi, addressing the meeting, said that the work regards the development of physical culture and sports as important component of cultural revolution and gives a scientific answer to the theoretical and practical issues arising in developing it into an all-people movement. The work serves as a great programme of building socialist physical culture and sports consistent with the Juche-oriented principle and method and guidelines to be constantly adhered to, he added, and continued:

The history of Juche-oriented physical culture and sports of the DPRK is more brilliantly shining under the experienced and seasoned leadership of Kim Jong Il. He has led the Juche-based physical culture and sports to making ceaseless leaping progress on the principle of thoroughly defending, embodying and developing the President's idea and exploits on sports.

Thanks to the energetic guidance and warm loving care of Kim Jong Il the ranks of sportsmen have grown stronger and the country's sports technology has been put on a higher stage, achieving brilliant successes at many international games.

Colorful sports activities have been widely organized according to the WPK's unique policy of popular physical culture and sports and movement for creating a model sports unit has been briskly conducted. As a result, the revolutionary optimism and emotion pervade the whole country, and all the people are reliably prepared for labor and defense.
