Japanese Crime of Obstructing Korean Economic Development

Pyongyang, November 13 (KCNA) -- The Japanese imperialists committed unheard-of crimes by blocking the economic development of Korea and bankrupting its national economy during their colonial rule. To begin with, they promulgated the "Company Act" in December 1910 in an attempt to prevent the advance of Korean national capital into all sectors of the economy. The act regulated that every company could be organized only under the permission of the government-general in Korea. By the act, they brought the Japanese monopolistic capital into Korea in an extensive way while blocking the investment of Korean national capital totally. It was also regulated in the act that if Korean companies, though permitted, were recognized as ones violating the laws for their colonial rule and plunder, the Japanese imperialists could suspend the operation of companies and, furthermore, close or disorganize them. The invaders suppressed the Korean companies with their permission at random under unreasonable pretexts if those got on their nerves. Meanwhile, they encouraged the establishment of the various kinds of Japanese companies and enterprises and actively protected their illegal activities so as to squeeze highest profits in Korea. The Japanese imperialists ruined the negligible minor companies of Koreans one after another by the method of imposing high rate taxes upon them. Taxes imposed by the Japanese imperialists were scores of kinds. The suppression of the Korean national economy by the imperialists was intensified as days went by. The Japanese imperialists did not allow the Korean enterprisers to invest capital in banking, railway, machine-building industry and other major economic sectors through which they seized the national economy of Korea in their hands and controlled its operation. They were hell bent on strengthening sectors of great military and economic significance such as "special industry" for producing supplies needed for their war of aggression in reliance upon the abundant natural resources of Korea and related railway transportation. In an attempt to start a new large-scaled war of aggression they obstructed the development of the Korean national economy in every way, clamoring about the "establishment of a system for highly developing national defense economy". As a result the national economy of Korea failed to make normal development. The Japanese authorities must honestly liquidate the above-said crime. |
