Expressing sincere gratitude to all the builders for having displayed the spirit of Songun Korea before the world by bringing about great innovations and leap forward in the construction of the power station, the letter said:

The construction of the Huichon Power Station is a sacred drive for carrying out the behest of President Kim Il Sung and a gigantic nature-remaking project of weighty significance in opening the gate to a thriving nation.

I issued an order to complete the Huichon Power Station by the year 2012, the centenary of birth of the President, for the purpose of fulfilling the above-said behest and reinforcing the nation's power bases and took a revolutionary step for dynamically pushing forward the construction through the general mobilization of the whole Party and army and all the people.

The soldier-builders and all other builders who rushed to the construction sites in hearty response to my order fully displayed the revolutionary soldier spirit and the revolutionary spirit of fortitude, thereby opening up a bright prospect of completing in a matter of two or three years the large-scale construction of the power station which would take more than 10 years at an ordinary pace.

Officials and working people at the related units produced and supplied necessary materials and equipment in good time in a responsible manner, deeply aware of the importance and significance of the said construction, thus making a positive contribution to hastening the projects.

At present families of servicemen are conducting brisk agitation for successes in the construction sites and giving strong helping hands to the builders after forming families' squads for agitation and groups of helpers and the whole Party and army and all the people are sincerely helping the builders of the power station materially and morally. This is very good and herein lie the might of the Workers’ Party of Korea and the advantages of Korean-style socialism.

Leap forward and innovations are effected at the construction sites every minute and second and the speed created at the construction sites of the Huichon Power Station represents the "Huichon Speed", a new Chollima speed in the era of Songun based on the revolutionary soldier spirit.

The "Huichon Speed" means the speed of the charge by the heroic Korean People's Army with which it breaks through any impregnable fortress by way of blitz, flying high the Flag of the Supreme Commander and a speed for each to become a match for a hundred. It is a speed representing the single-minded unity of all the servicepersons and people who breathe the same breath and keep pace with the headquarters of the revolution in the forced march and the speed created thanks to the unity between the army and the people. It also represents the speed of great advance of Songun Korea dashing ahead like the wind toward a thriving nation, racing against the time, and the speed for making a great leap forward.

Looking round the construction sites of the power station, I clearly witnessed once again the spirit of the heroic KPA, the spirit of Korea. This helped reinforce my conviction that the great drive for building a thriving nation is sure to triumph as long as there are the army and people possessed of this revolutionary spirit.

I am very satisfied with the fact that all the service personnel and builders involved in the construction of the power station are powerfully encouraging the whole Party and army and all the people in the drive for effecting a great surge by advancing at the "Huichon Speed", a new Chollima speed, in the van of the grand campaign for building a thriving nation with intense loyalty to the Party and the revolution and ardent patriotism. I highly appreciate your heroic feats.

It is the steadfast resolution and will of the Party to finish without fail the construction of the power station by the year 2012, the centenary of birth of the President.

It is a very difficult and Herculean task to wind up the construction of the power station in a matter of two or three years but it is quite possible to complete it in time through the great offensive waged by the whole Party and army and all the people as long as there are the inexhaustible strength of the army and people single-mindedly united behind the Party and the strong foundation of the Juche-oriented industry.

It is my firm belief that all the service personnel and builders participating in the construction of the power station will devotedly carry out my order to complete its construction by the year 2012 and thus become the first to open the gate to a thriving nation.
