The inaugural ceremony elected Jesus Antonio Carlos Hernandez, general secretary of the Central Committee of the People's Socialist Party of Mexico, chairman of the preparatory committee.

The preparatory committee discussed the issue of working out a plan for colorful political and cultural events to significantly commemorate the Day of the Sun and the February holiday and thoroughly implementing it.
