He noted in the work that the theses expounded by President Kim Il Sung serve as a grand programme for ultimately solving the rural question and achieving the final victory of socialism.

The theses, which clearly indicate for the first time in history the principles and methods of solving the rural question after the establishment of socialist system, have fully proved their validity and vitality in practice.

Kim Jong Il clarified that for the purpose of ultimately implementing the theses it is necessary to switch over cooperative property into public one and the Workers' Party of Korea organizations at all levels should dynamically push ahead with the three revolutions -- ideological, technical and cultural -- in rural communities.

The WPK has consolidated the political and ideological bases in the rural communities by instilling the spirit of collectivism into the peasants and conducting a vigorous ideological campaign against outmoded ideas, while informing them of its agricultural policies in time and waging the political work well for their implementation among them.

It has also made sure that the technical revolution has been promoted vigorously in rural areas for a comprehensive mechanization and application of chemistry in agriculture, along with the cultural revolution for improving the peasants' common knowledge and techniques and establishing cultured ways in their work and life.

Underscoring the role of the state institutions of guiding agriculture, particularly the important position and role of county, he stressed that the theses can be implemented successfully, given rich experience gained in the effort for the settlement of the rural question, seasoned leadership of the Party, good people and solid foundations of the self-supporting national economy.

His idea of raising the Party's leadership role in solving the rural question has confirmed its effect in the tremendous achievements made in agricultural production and rural construction in recent years.
