A letter of protest read out there accused the U.S. and the south Korean authorities of holding the 24th "meeting on security policy initiative" on Jan. 28 at which they contemplated mapping out "defense guidelines" the keynote of which is the reinforcement of the U.S. troops on the Korean Peninsula in case of "emergency" and the provision of conditions for the stable presence of the U.S. troops in south Korea, etc.

The letter said the "defense guidelines" are aimed to protect the interests of the U.S., implement its military strategy and step up the preparations for preemptive attack on the north.

It demanded an immediate halt to the reckless moves to tighten the "alliance" with the U.S.
