Fernando Sanchez, chairman of the Colombia-Korea Association of Friendship and Culture, and Jairo Gonzalez Trujillo, president of the Group for the Study of the Juche Idea "Kanggye" of Colombia, were elected co-chairmen of the Colombian preparatory committee and Adolf Wurzer, general secretary of the Society for the Promotion of the Relations between Austria and DPRK, and Andre Aubry, delegate president of the France-Korea Friendship Association, chairmen of the Austrian and French preparatory committees.

The preparatory committees set a period of celebrations and decided to hold various political and cultural events in the period.
