An event of conveying the diploma of the title took place in the state on Feb. 10.

The diploma was handed over to an official concerned of the DPRK active in this country.

Written on it are letters reading: "The government of Oaxaca State presents the honorary title of 'Outstanding Friend' to HE Kim Jong Il, chairman of the DPRK National Defence Commission, in high recognition of his feats for independence and peace of mankind and for the development of the friendly relations between the Mexican and Korean peoples. With best regards. Master Ulises Luis Ortiz, governor of Oaxaca State. February 16, 2010, Oaxaca State, Mexico."
