The statement accused the present "government" of standing in the way of resuming the said tour under the pretexts of "probe into truth" and "ensuring of personal safety".

The tour of Mt. Kumgang and the area of Kaesong is not a simple matter of tour but a symbol of inter-Korean reconciliation and cooperation, the statement held, declaring that it is high time that the "government" responsibly responded to the DPRK's assertion that "whether the tour is resumed or not will entirely depend upon the attitude of the south Korean authorities".

Recalling that the "government" has invariably pursued an anti-DPRK confrontation policy, the statement warned that it would not be able to shake off its ill-fame as an anti-reunification "government" if it blocks the said tour.
