Anatoli Nikolayevich Dolgachev, first secretary of the Vladivostok City Committee of the Young Communist League of the Russian Federation, was elected chairman of the preparatory committee.

At the inaugural ceremony the chairman of the preparatory committee introduced the undying exploits Kim Il Sung performed on behalf of humankind and a Korean film showing the popular personality of the peerlessly great man was appreciated.

The committee decided to organize colorful events on the said occasion.
