Present at the signing ceremony from the DPRK side were Kim Yong Nam, president of the Presidium of the Supreme People's Assembly, Choe Chang Sik, minister of Public Health, Kim Hyong Jun, vice-minister of Foreign Affairs, Ri Myong San, vice-minister of Foreign Trade, and Ri Myong Chol, DPRK ambassador to Gabon.

Present from the opposite side were Ali Bongo Ondimba, president of Gabon, Paul Biyoghe Mba, prime minister, Paul Toungui, minister of Foreign Affairs, International Cooperation and Francophone, Alphonsine Mbie Nna, minister for Public Health, Social Affairs and Family, Magloire Ngambia, minister of Economy, Trade, Industry and Tourism, and Emmanuel Allo, Gabonese ambassador to the DPRK.

The agreement and protocol were signed by Kim Hyong Jun and Paul Toungui.
