According to the report, thanks to the Songun leadership of the Workers' Party of Korea last year witnessed a chain of eye-opening events, a proof of tremendous political, military and economic potentials of the DPRK, and the translation of the people's ideals into realities for which they longed to see, weathering out all sorts of difficulties and trials.

The indomitable mental power of all the people of the country and the production potential were fully displayed last year through the high-pitched 150-day and 100-day campaigns and, as a result, the gross industrial output value remarkably grew as compared with that in 2008.

Signal progress registered in putting the national economy on a Juche-oriented basis was one of the most spectacular successes made in economic construction last year.

The Juche iron production system was rounded off and the mass-production of vinalon, the fiber of our own invention, brought about a stirring reality.

Last year witnessed the further reinforcement of the production foundations of the overall national economy and dynamic progress in placing the major industrial sectors on a modern and CNC basis and successes representing the level of latest science and technology made in the development of space technology, nuclear technology, CNC technology and bio-engineering.

The DPRK made dynamic advance, foiling the foolish sanctions of the imperialist reactionaries and their followers with revolutionary faith, indomitable mental power and the spirit of self-reliance under the uplifted banner of Songun. As a result, it did everything it had determined to do.

This year the Cabinet will boost the production of consumer goods and grain by leaps and bounds by putting spurs to the development of light industry and agriculture once again and reenergize the overall production by giving definite priority to the production of electricity, coal, iron and steel and railway transport and, at the same time, energetically organize and conduct the campaign for a great surge with main emphasis on stepping up the technological upgrading and modernization of the national economy.

The Cabinet will arouse all the consumer goods production bases to wage a high-pitched drive to keep production going at a high rate so as to radically boost the production of consumer goods including textiles, shoes, underwear, essential foodstuffs and daily necessities and continue vigorously pushing forward the technological upgrading and modernization of light industrial domain.

This year the Cabinet will thoroughly implement the Workers' Party of Korea's policy on agricultural revolution including the policy of bringing about a radical turn in seed selection, the policy of double-cropping and the policies of effecting signal turns in potato farming and soya bean cultivation by focusing state efforts on the agricultural field.

The Cabinet will make sure that the production is kept going on a high level at the chemical factories to ensure satisfactory production and supply of chemical fiber, plastics, chemical fertilizers, agrochemicals and other things needed for the fields of light industry and agriculture and sectors related to the chemical industry provide raw and other materials for the production of consumer goods and grain in a responsible manner.

It will guide the fishery domain to decisively increase aquatic products so that people may receive substantial benefits, the field of food procurement and administration to put the supply of food to the residents on a normal footing and the field of commerce to improve the commodity supply.

The Cabinet will see to it that the popular policies including the social insurance and pension system, the system of recuperation at rest homes and sanatoria and the premium system for disabled soldiers are satisfactorily enforced.

The Cabinet will make sure that the four priority sectors including metal industry bring about a boost in production in "Huichon Speed", a new Chollima speed, and dynamically accelerate the on-going general offensive for improving the people's standard of living.

It will guide the field of metal industry to actively promote the technological upgrading and modernization of the production processes with main emphasis on more perfectly rounding off the Juche iron production system and producing steel without using coke and, at the same time, make the most effective use of the existing production potential.

The field of power industry will be guided to put all power-generating equipment at full capacity and the field of coal industry to increase the coal production capacity under a long-term plan. The field of railway transport will be led to boost the railway freight turnover and, at the same time, reinforce the material and technical foundation of railway transport.

The Cabinet will make sure that the major industrial sectors including machine-building, mining and building materials industries and timber industry effect a surge in production to make a positive contribution to the improvement of the people's standard of living and economic progress.

The Cabinet will see to it that new "Pyongyang speed" is created in the major construction projects and the construction of 100,000 flats and "an era of Pyongyang prosperity" in the era of Songun ushered in and cities of bliss and socialist ideal villages in the era of Songun are built across the country and the appearance of the country undergo a radical change.

It will make sure that the core basic technology and the major technical engineering in the field of scientific research are rapidly developed and technology is closely combined with production to boost the nation's own capacity to develop technology and products and wage a bold campaign to push back the frontiers of the latest science and technology.

The Cabinet will expand and develop foreign trade and conduct economic and technical cooperation with other countries in a bold and big manner.

It will strictly adhere to the socialist principles in economic guidance and management and settle all issues arising in the economic management in a creative manner on the principles of self-reliance and profitability.

The Cabinet will make sure that education and public health are improved and strengthened, a radical turn is effected in literature and arts in the era of Songun and a new "sports myth" of Songun Korea is created in international games.
