Present at the signing ceremony from the DPRK side were Jon Yong Jin, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries, and officials concerned and from the Iranian side were a delegation of the Foreign Ministry of Iran led by Vice-Minister Mohammad Ali Fathollahi and Iranian Ambassador to the DPRK Morteza Moradian.
