The work serves as a political programme which gives overall answers to the theoretical and practical questions arising in developing in accordance with the actual conditions the Juche-oriented policy of national unity laid down by President Kim Il Sung and achieving the country's reunification with the Korean people's concerted efforts.

Kim Jong Il, in the work, put forth a five-point policy of national unity. Its keynote is to unite on the principle of national independence and under the banner of patriotism and national reunification, improve the north-south relations, fight against outsiders' domination and interference and anti-reunification forces, develop visits, contacts and dialogue among all Koreans and strengthen their solidarity.

The policy has made it possible for the Korean nation to invigorate the movement for independence and reunification with a powerful ideological and theoretical weapon for putting on a higher level the cause of great national unity started by President Kim Il Sung.

The effort for national unity and reunification has become a nationwide movement involving Koreans of various social strata in the north, the south and abroad and signal achievements, including the adoption of the June 15 North-South joint declaration, have been recorded in the inter-Korean relations and the pro-reunification movement.

Now the movement for national reunification is running into blind wall owing to outsiders and anti-reunification forces seeking to deteriorate the inter-Korean relations and keep Korea from being reunified.

The south Korean authorities have intensified a smear campaign against the north and confrontation with it and even blocked the tour of Mt. Kumgang, a symbol of inter-Korean cooperation.

Inspired by the policy for national unity, however, the Korean people have made strenuous efforts to promote the historical cause of national reunification, frustrating the obstructive moves of outsiders and the conservative ruling quarters of south Korea.
