Charging that the present regime and the "Grand National Party" are violating democracy following in the footsteps of the proceeding dictators, the statement said that the reality urgently requires the people to turn out in the struggle against dictatorship.

It called upon all the people to unite by inheriting the spirit displayed by the participants in the Kwangju resistance that took place in May and conduct dynamic actions for judging the present "government".

The statement held that it is necessary to declare the second May 18 Kwangju resistance against the dictatorial forces which have trampled down upon the spirit of the Kwangju uprising while urging the participants of the candlelight rallies to "repent".

It called for putting an end to "the money-manipulated elections" and the "government power-dominated elections" and inflicting a crushing defeat upon the "government" and the GNP in the forthcoming "elections to the local self-governing bodies."
