The statement termed the "Korea-Japan annexation" a tyranny of imperialists as the resistance of the Korean nation was put down by force of arms.

It demanded the Japanese government admit the illegality of the treaty, declare it null and void and apologize for the colonial domination over Korea.

The intellectuals held a press conference at the Hall of Members of the House of Councilors at which they repeatedly declared the treaty was totally illegal not only in its contents but in its form and procedure.
