Xiaohaerbaling Meeting

Pyongyang, August 9 (KCNA) -- On August 10 and 11, Juche 29 (1940) President Kim Il Sung convened a meeting of military and political cadres of the Korean People's Revolutionary Army (KPRA) at Xiaohaerbaling, Dunhua County. At the meeting the President put forward a policy of switching over to small-unit operations from large-unit ones to successfully carry out a new strategic task for preparing for a great event of national liberation. At that time the Japanese imperialists were making frantic efforts to spread the flames of war to Southeast Asia and invade the Soviet Union in a bid to realise their ambition for the "Greater East Asia Co-prosperity Sphere", even though they were still engaged in aggression on mainland China. They, finding it impossible to conduct simultaneous operations against the Soviet Union and China and dominate Asia without annihilating the KPRA, launched a large-scale "punitive" offensive against it. If the KPRA had continued to fight the enemy with large-unit operations, it would have resulted in benefiting the enemy in their attempt to weaken and wipe out the revolutionary army. That is why the President advanced the afore-said policy with a view to preserving and expanding the forces of the KPRA while delivering ceaseless strikes at the enemy. After the meeting the main unit of the KPRA was the first to form small units and political work teams by properly combining political and military cadres, veterans and recruits in a short span of time. Small units were formed successfully in other units as well with regular command and liaison systems established and bases of small units and political work teams built up. The KPRA, in line with the strategic policy laid down at the Xiaohaerbaling meeting, started small-unit operations, giving successive blows to the enemy and preserving and expanding its forces. |
