The organizations charged that the U.S.-south Korea Ulji Freedom Guardian joint military exercises are escalating the military tension and the danger of war on the Korean Peninsula as they are maneuvers for an offensive to invade the DPRK in the light of their nature and scale.

Noting that the authorities have recently decided to change their military strategy into what they called a conception of "active deterrence," the organizations declared that this was an official declaration that the authorities would drop the signboard of "defense" which they had put up for form's sake and adopt a preemptive attack as their main strategy.

The organizations held that the strategy of preemptive attack declared by the authorities in pursuance of the U.S. military strategy was dangerous as it would spark off an all-out war on the Korean Peninsula.

The organizations strongly demanded the authorities stop the UFG bringing the dark clouds of a war and roll back their strategy of preemptive attack.
