The said proposal is just as it, proceeding from the specific conditions of the country, calls for solving the reunification question by means of founding a federal state through the great unity of the whole nation with the differing ideas and systems left intact in the north and the south.

The federation formula is the most reasonable way for preventing confrontation and war between fellow countrymen and smoothly realizing the reunification of the country.
