The October 4 declaration is a reunification programme common to the nation clearly indicating the way of achieving the independent reunification, peace and prosperity by further developing the inter-Korean relations in the idea of "By our nation itself" and an immortal banner powerfully encouraging all the Koreans in their efforts for national reunification, the statement said, and went on:

General Secretary Kim Jong Il has wisely led the struggle of the nation to defend and implement the June 15 joint declaration and the October 4 declaration with his patriotic Songun politics, shattering all the moves of the anti-reunification forces at home and abroad to launch a war against the DPRK and perpetuate the division of the nation since the publication of the October 4 declaration.
