He went the lengths of blustering that they would start loud-speaker broadcasting and scatter copies of anti-DPRK leaflets the moment it is confirmed as a political judgment to pressurize the north.

What he uttered is a remark of treachery challenging the people's mind-set as it was bellicose outburst of vitiating the atmosphere of dialogue.

The "psychological warfare against the north" means a war as it runs counter to the bilateral military agreement reached according to the north-south declaration.

Kim Thae Yong cried out for preparations for the psychological warfare and its implementation and the like. This is little different from a declaration that it would launch a war when an opportunity presents itself.

What should not be overlooked is that his outbursts was not his own view or a slip of tongue but reflected the ruling forces' "military policy toward the north".

Dialogue can never go with war.

If the south Korean conservative authorities are truly interested in dialogue and cooperation with the fellow countrymen, they should fire such hideous confrontational maniac as Kim Thae Yong and come out for the north-south dialogue with sincerity.
