This is proved by the newly worked out "guidelines for a strategic plan." The U.S. and south Korean puppet forces advertise them as the most perfect of their scenarios for a war of aggression against the DPRK as it is a comprehensive military reaction proposal for coping with "all the threats" including a "local provocation" from someone and an all-out war by combining the "OPLAN 5027" and "OPLAN 5015." The sinister intention of the U.S. and south Korean warmongers to ignite a war against the DPRK come what may is clearly revealed by the above-said dangerous war scenario.

What should not be overlooked is the fact that the U.S. and south Korean puppet forces mentioned "instability" of someone in their "joint statement" and openly cried out for getting ready to cope with it. It is the first time that such word as "instability" of someone meaning "contingency" was mentioned in the "joint statement" issued at the above-said annual security consultative meeting. This was a vivid manifestation of the criminal scenario to stifle the DPRK by force of arms at any cost as it was an unprecedented provocation to the DPRK.

The reality goes to prove that it is impossible to ensure durable peace on the Korean Peninsula nor is it possible for the Korean nation to escape from the danger of a nuclear war as long as the U.S. and south Korean bellicose forces are allowed to keep the system for military cooperation and pursue cooperation and collusion to unleash a war.

Minju Joson says that war and peace can never go together, warning that the army and people of the DPRK wish for peace, but will never allow the aggressors to come in attack on them.
