The bulletin specially edited the issue under the title "Oct. 10, the Birthday of the Workers' Party of Korea".

The bulletin noted that President Kim Il Sung formed the Down-with-Imperialism Union on Oct. 17, Juche 15 (1926) and laid a foundation for founding the WPK during the arduous great anti-Japanese war, thus establishing the Juche-oriented revolutionary party after the liberation. It also referred to the fact that he made sure the logo of the WPK bore a hammer, a sickle and a writing-brush to represent the intention of all the working people.

The bulletin stressed that the WPK developed to be an invincible one under the Songun leadership of Kim Jong Il.

The bulletin carried news that Kim Jong Il was reelected as general secretary of the WPK at its historic Conference.
