Present at the signing ceremony from the DPRK side were the members of the DPRK government cultural delegation led by Kim Jin Bom, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries, Jong Chun Gun, DPRK ambassador to Indonesia, and from the Indonesian side Wardiyatmo, secretary general of the Ministry of Culture and Tourism of Indonesia, and officials concerned.

The plan was signed by Kim Jin Bom and Wardiyatmo.
