Elena Bavichi, member of the Sankt－Peterburg City Assembly, was elected chairperson of the committee and political, public and academic figures and personages of organizations in Russia, Ukraine, Belarus, Kazakhstan and Moldova and chiefs of the International Federation of Societies for the Study of the Juche Idea and Songun Policy in East European and Central Asian Regions and organizations for the Study of the Juche Idea members of the committee.

The preparatory committee decided to conduct such diverse political and cultural events as studying and disseminating Kim Jong Il's revolutionary activities and the Juche idea and introducing the achievements made by the Korean people in their efforts to build a thriving nation on the above-said occasion.
