The bulletin in its preface said that the last nearly 20 years since Kim Jong Il's assumption of the KPA supreme commandership was a period in which his personality as brilliant commander was fully demonstrated.

In an article subtitled "Unique Mode of Leadership over Army" the bulletin said that the most important feature in his mode of leadership over the army is energetic inspection.

His ceaseless inspection of units helps the KPA grow stronger as an invincible army, it said.

In an article subtitled "With Matchless Pluck and Grit" the bulletin praised Kim Jong Il as the brilliant commander who brings enemies to their knees with his matchless pluck and grit without firing a single shot.

It stressed that the army and people of the DPRK led by Kim Jong Il would as ever be crowned with victory.
