Kim Il Sung set forth a strategic policy calling on the Korean People's Army to go over to a counter-attack, bringing about a turning phase in the war while staying in various parts of the province including Kosanjin (at that time) of Manpho County from November to December of Juche 39 (1950).

He called the 30th plenary meeting of the Cabinet in Yonphung-dong, Kanggye City to discuss measures for improving the standard of people's living and indicate the orientation for working out a plan for the rehabilitation and development of national economy.

He guided the third plenary meeting of the Central Committee of the WPK in Hyangha-ri of Janggang County at which he made speech "The Present Situation and the Immediate Tasks," arousing the whole party and army and all the people to the victory in the war.

In the days of his Songun leadership General Secretary Kim Jong Il provided field guidance to Kosanjin, Yonphung and Hyangha revolutionary sites.

Present at the meeting were leading officials of party, power and economic organs and working people's organizations and working people in the province.

Choe Ki Ryong, chairman of the Jagang Provincial People's Committee, delivered a report at the meeting.
